Wthin the  fromework of the execution of the 2025 State Budget, the Governor of the South West Region herebylauches  an OPEN NATIONAL INVITATION TO TENDER FOR THE REHABILITATION OF BORSTALINSTITUTE OF BUEA.

THIS  involves the redization of the tasks outlined in the bill of quantifies and cost estimates and eaboroted in the special technical clauses comprising notably:

·         Site installation and preliminary temporal works;

masonry

Roofing works ;

*lifting works ;

Wood/ Metallic works

Plumbing works ;

Electricity works

Painting works

The estimated cost affer preliminary studies stands at: Fifty million (50,000,000) FCFA.

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

Works  which forrned the subject of this invitation to tender shall be financed by the PUBLIC INVESTMENT  BUDGET (PIB), 2026 financial year through budget head (imputation) N°.___________________ and

Creciit card N°

The tender file may be consulted during working hours at the Govemor's Office, precisely at the office of the Secretary of the Regional Tenders Board, door 14 with Tel: 233 32 25 07 as soon as this notice is published.

The tender file may be acquired from the Governor's Office, ot the office of the Secretary of the Regional Tenders Board, door 14 ; Tel: 233 32 25 07 as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the Regional Treasury Buea) bearing the amount of seventy­five thousand (75,000) FCFA. Such a receipt shall identify the concerned bidder.

The maximum duration of execution provided for by the Delegated Contracting A.I.nnority is three (03) months. This duration is as from the date of notification of the service order ta sort work.

Each bidder must include in his/her administrative documents, a Bid bond issued by CEDEC that respects the models of this tender file, issued by a first-rate banking or insurance establishment approved by the ministry in charge of finance, (see list in document No. 12 of this tender file), and of an amount of one million (1, 000,000) FCFA, valici for Ninety (90) days beyond the date of valldity of bills.Bid bonds issued by CEDEC for unsuccessful bidders shall be withdrawn not later thon fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

Criy bidders may attend or be duly represented by a persan of their choice, who has a full knowledge of the file and mandated in that capacity

Omission or modification of a quantified task on the bill of quantifies and cost estimates; Non satisfaction of at least 80% of the main qualification criteria;

Haven been suspended by MiNMAP;

-      Non respect of dateline for execution beyond specified duration;

Having an uncompleted project for the previous years. Signs or mark thot can identify the bidder.

14.2. Main qualification (essentiel) criteria: The evaluation of the bills shahl be done on predefined technical criteria following the biner)/ process ("l'es` or *No'). The criteria relating ta the qualification of candidates will lhdlcafively be on the following;

·       General Presentation, compliance with the model bid;

·       Financial capacity;

·       Experience (references) of the enterprise;

·       Personnel to be mobilized

·       Material and essentiel equipment put at the disposai of the project;

·       Methodology. organization of the site and relevance of proposed solutions;

·       Proof of security measures on site;

·       Proof of site visit with images ;

The contract  be owarded to the bidder whose bid is in conformiiy with the dispositions of the
tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code. That is, it shall be awarded fo the bidder with a satisfactory technical score and ihe lowest financial offer.

The bidders shall remain committed to their offers/bids for a period of ninety (90j deys from the deadline set for the submission of bids.
