Within the framework of the execution of the 2026 State Budget, the Governor of the South West Region hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE RENOVATION OF THE RESIDENCE OF REGIONAL DELEGATE FOR PUBLIC WORKS FOR THE SOUTH-WEST.
The works comprise notably; FOR THE RENOVATION OF THE RESIDENCE OF REGIONAL DELEGATE OF PUBLIC WORKS FOR THE SOUTH-WEST.
This involves the realization of the tanks outlined in the bill of quantifies and cost estimates and elaborated in the special technical clauses comprising notobly;
- preliminary works;
- Roofing works
Tilling works ;
Wood/ metallicworks ;
P1umbingworks ; Electricityworks ; Painting works ;
The estimated cost off er preliminary studies stands at:Twenty million(20,000,000) FCFA.
Participation in this invitation to tender is open ta all registered Cameroonian enterprises, with the necessary technical, financial and legal capaciiies.

The maximum duration of execution provided for by the Delegated Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a f [rst-rate banking or insurance establishment approved by the Ministry in charge of finance, (see list in document No. i 2 of this tender file), and of an amount of tour hundred thousand (400,000) FCFA, valid for Ninety f50) actys beyond the date of validity of bids.

The bids shall be opened in a singe phone. The administrative, technical and financial bids shall be opened on, the26/05/2026 at 11.00 a.m..1c.cal time by the Conference Hall of the Governor of South west region Tél: 233 32 20 98, in ihe presence o' the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Only tenderers may attend Mis opening session or be represented by a single person of their choice, duly authorized, even in the case cf c croup of cornpanies.
- Absence of/or insufficient bid bond issued by CDEC;
- Not made available offer forty-eight hours
False declaration or falsified documents;
- Omission or modification of a quanrified task on the bill of quantifies and cost estimaies;
- Non satisfaction of cf least 80% of ihe main qualification criteria;
- Haven been suspended by MINMAP;
- Non respect of dateline for execution beyond specified duration;
Must have done similar jobs in the south west region; Signs or mark that can identify the bidder;
- Having an uncompleted project for the previous years
14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process {'Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:
· General Presentation, compliance with the model bid;
· Financial capacily;
· Experience (references) of the enterprise;
· Personnel to be mobilized
· Material and essential equipment put at the disposai of the project;
· Methodology, organization of the site and relevance of proposed solutions;
· Proof of security measures on site;
· Proof of site visit with images;
· Initiais on ail pages and signature on the last pages of special technical and administrative clauses.
The jobbing order shall be awarded to ihe bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code. That is, il shall be awarded to the bidder with a sotisfactory technical score and the lowest financial offer.
The bidders shall remain committed to their of fers/bids for a period of ninety (90) doys from the deadline set for the submission of bids.
