1.Objet New(Additif)

Within the framework of 2021 Balikumbat council budget, the Lord Mayor of Balikumbat Council, Delegated Contracting Authority, hereby launches, a Request for Quotation for the purchase of a 4x4 wheel drive pickup for the mayor of Balikumbat council Ngoketunjia Division of the North West Region.

Within the framework of the convention No.___/CCF/FEICOM/DG/CAJ/DCCC/2021 between FEICOM and the BALIKUMBAT Council for the 2021 Investment Budget, the Mayor of the BALIKUMBAT Council, Contracting Authority, hereby launches, a Request for Quotation for the supply of a pick-up 4x4 double cabin vehicle to BALIKUMBAT Council, NGOKETUNJIA    División of the North West Region.

The file may be consulted and obtained at the Balikumbat Council, Service of Public Contracts Telephone N0.670 912 286, with effect from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment of a non-refundable fee of 50 000 CFA francs (fifty thousand Francs CFA) payable at Balikumbat council Treasury, representing the cost of purchasing the tender file

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including the original file and 06 copies on the 18/05/2021 at 10:00 AM local time in sealed envelopes, in the Balikumbat Council, Service of Award bearing on:

10.Delai de Livraison New(Additif)

The dead line of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount indicated on the table aboveand valid for thirty (30) days beyond the date of validity of bids.

13.Ouverture des Plis New(Additif)

Bids will be opened on the 18/05/2021 at 11:00 AM in the Balikumbat Council Hall, by the Balikumbat Council Internal  Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

14.Critères d'évaluation New(Additif)

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
 

Eliminatory criteria
1.      -Deadline for delivery higher than prescribed;
2.      -False declaration or falsified documents;
3.      -Absence or insufficient bid bond;
4.      -Omission of a unit price in the financial bid;
5.      -score less than 4/5of essential criteria
 
Essential criteria
1-     General presentation of the tender files;
2-      Financial capacity;
3-     References of the company in  similar achievements;
4-     Catalogue of equipment in colour including specifications and references  ;
5-     Draft jobbing odder duly filled initialed in all pages signed and dated on the last page.
 

15.Attribution New(Additif)

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 4/5of the essential criteria taken in account.

The contract will be awarded to the bidder who would have proposed the offer with the lowest amount( total without taxes),  in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 4/5of the essential criteria.

 

16.Durée Validité des Offres New(Additif)

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
