Within the framework of the Public Investment Budget 2026 the Mayor of Tinto  Council (Contracting Authority) hereby launches an OPEN NATIONAL INVITATION  TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE REHABILITATION OF  IHC NFAINCHANG, UPPER BANYANG SUB DIVISION, MANYU DIVISION, SOUTH  WEST REGION

The works comprise notably: 

The total estimated cost of the works of this project after preliminary studies is TWENTY  MILLION (20 000 000) FCFA as programmed in the 2026 Budget

Participation in this invitation to tender is open to all registered Cameroonian enterprises,  with the necessary technical, financial and legal capacities.

Works which form the subject of this invitation to tender shall be financed by PIB 2026,  BUDGET HEAD No. 60 40 412 2 33000007 0731464211 Record NoJB06561

Each bid drafted in English or French in Six (06) copies including the original and five (05)  copies marked as such, should reach room 04 of Tinto Council not later than 10/06/2026 at 09 a.m. local time and should carry the inscription:  

- Envelop A: administrative documents; 

- Envelop B: technical offer; 

- Envelop C: financial offer. 

These three (03) envelops will be put in a fourth one which shall be labelled  imperatively as follows:

Name and address of the Contracting Authority: The Lord Mayor Tinto Council. 

 “To be opened only during the bid-opening session”

The maximum deadline provided for the execution of the works forming this First Phase of  the project subject of this invitation to tender is Three (03) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate  banking establishment approved by the Ministry in charge of finance and whose list is  found in document No. 12 of the Tender File, and of an amount for the total project of  Four hundred thousand (400 000) FCFA which is valid for Ninety (90) days beyond the  date of validity of bids.

Under penalty of being rejected, only originals or true copies certified by the issuing  service or administrative authorities (Senior Divisional Officer, Divisional Officers) must 

imperatively be produced in accordance with the Special Regulations of the invitation to  tender.  

They must obligatorily be not older than three (3) months preceding the date of  submission of bids or may be established after the signature of the tender notice. 

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank  approved by the Minister in charge of Finance.

The bids shall be opened in a single phase. The opening of administrative documents, the  technical and financial bids on/ 10/06/2026 at 10 am prompt local time by the Tinto  Council Internal Tenders Board situated at the Conference Hall of the Tinto Council  Chambers. 

Only bidders may attend or be represented by a duly mandated person.

i. Eliminatory criteria 

They are especially: 

♦ The lack or non-conformity of bid bond (outright elimination); 

♦ False declaration or forged documents; 

♦ Absence or non-conformity of a document in the administrative file 48hurs  after opening of bids; 

♦ The lack of at least two references in similar jobs 

♦ Bids not registered in the bidder’s register 

♦ Incomplete Technical or financial Documents; 

♦ Omission or change of quantified unit; 

♦ Technical characteristics which are not in conformity with those specified in the  special Technical and Administrative conditions.  

ii. Essential criteria 

Indicatively, the criteria related to the qualification of candidates will be on: 

The contract shall be awarded to the bidder with the least financial offer having the  technical and administrative files which are in conformity with the tender  document/file.

Bidders will remain committed to their bids for 90 days from the deadline set for the  submission of bids.
