Within the framework of die implementation of the activities of 'Contrat Plan' signed between the Govemment of Cameroon and SOWEDA, the General Manager of the South West Development Authority (SOWEDA) hereby launches a Recruitment of a Consultant to Elaborate a Land Use Pattern Document for the South West Region. This tender is a re-launch of Tender N° 005/ONIT/ SOWEDA/SITB/CP/17 of 31/03/2017 that was declared unsuccessful.
The nature, of the tender shah consist in recruiting a Consultant to Elaborate a Land Use Pattern Document for the South West Region, in conformity with the terms of reference that are provided below
The total estimated cost of die assignment stands at FCFA 25 million (twenty five million francs).
The present consultation shah be in 01 (One) Lot only.
Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are experienced in the elaboration of land use patterns and which fulfil the requirements of this invitation to tender.
The works which form the subject of this invitation to tender shall be financed by the 'Contrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINADER/BIP 2017.

Each bid, drafled in English or French, in seven (07) copies, including the original copy and six (06) copies labelled as such and sealed, should reach SOWEDA, not later than 25 July 2017 at 10 a.m. in a stamped envelope addressed to the General Manager of SOWEDA.
The period of execution of the assignment that is subject of this tender shah be 90 (ninety) days.
The works which form the subject of this invitation to tender shall be financed by the 'Contrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINADER/BIP 2017.
Under risk of being rejected, the bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in Document 12 of the Tender File amounting to FCFA 500,000 (Five hundred thousand francs).
The bid bond shah remain valid for thirty (30) days beyond the original date of the validity of the offers.
Administrative and financial documents must be originals or copies duly certified by the issuing authority in conformity with the Special Conditions of the Tender. They must be less than three months old from the date of submission of bids or must have been signed before the date of publication of the Tender Notice.
If the bid is not in conformity with the provisions of this Notice and the Tender Document, it shah be rejected. Notably, the absence of the bid bond issued by a 1 degree banking institution approved by the Ministry in charge of finance or the non-respect of the model documents attached to the Tender Document shah lead to the rejection of the bid.

The bidder shah have to include in his tender a standard bid form indicating costs exclusive of ail taxes and taxes included and execution deadline
The bids shah be opened in two phases. The administrative file and the technical offer shah be opened first followed by the opening of the financial offers of the bidder if it obtained the minimum required technical score.
The opening of the administrative documents and the technical offer shah take place on 25 July 2017 at 11 a.m. in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board.
Only the bidder can attend or be duly represented by a person of its choice.
The opening of financial offers shah take place al the end of technical evaluation and shah concern the bidder if only it obtained the minimum score of 70 points on 100.
14.1 Main Eliminatory Criteria Bids shah be rejected for:
a) Absence of an administrative document;
b) False declaration or forged document;
c) Non-compliance with model bid
d) Technical score less that 70/100
e) Presence of financial information in the administrative or technical bid.

15. Method of Selection of Firm
The firm shah be retained by the method of combination of the technical and financial marks, in conformity,with the procedure laid down in the Tender Document:
The contract shah be awarded to the bidder with a higher score, in accordance with the following formula:
N = 60 x Technical Score (Ts) + 40 x Financial Score (Fs) 100
The financial score (Fs) is obtained as follows:
Let Fm = minimum financial proposai. lis financial score is equated to 100 points. The other bidder's financial score (Fs) will be processed as follows:

The c,ontract shah be awarded on the basis of the best offer using a combination of technical and financial criteria, to the firm that score highest with respect to Article 15 above.
The bidder shall be bound by its bids for a period of 90 (ninety) days with effect from the date of submission of bids.
