1.Objet New(Additif)

As part of the implementation of its policy for development and the improvement of investment credit consumption the President of the Regional Council is launching an Open National Call for Tenders for Construction of a bloc of two classrooms and teacher’s office at the Government Technical high school of Fongo-Tongo, Menoua division (lot1), Construction of a bloc of two classrooms at the Government High School of Djeu, in Fongo-Tongo sub-division, Menoua division (lot2) ; Construction of a bloc of two classrooms and Headmaster’s office at the CETIC of Dolekeo in Penka-Michel sub-division, Menoua division (lot 3); Construction of a bloc of three classrooms and office in the Government High School of Manchoutbi,  in Massangam sub-division, Noun division (lot 4) ; Construction of a bloc of two classrooms at the Government Bilingual High School of Ngounso in Magba sub-division, Noun division (lot 5

2.Consistance des prestations New(Additif)

Essentially, the various items and tasks of the estimated and quantitative specifications, including all contingencies and improvements approved by the project engineer. For this purpose, the work notably includes:

- preliminary work;
- earthworks;
- laying of foundations;
- construction work;
- installation of wood and metal fixtures;
- electrical work;
- plumbing work;
- roof framing and covering;
- painting;
- furnishing (if applicable

3.Cout Prévisionnel New(Additif)

The estimated cost of the operation following preliminary studies stands at:

53 500 000 (fifty-three million five hundred thousand) CFA Francs

LOT 2

22 000 000 (Twenty-two million)  CFA Francs

4.Participation et origine New(Additif)

Participation in this call for tenders is open on equal terms to Cameroonian companies with proven experience in the field of buildings and public works of category A, B, C, or D

5.Financement New(Additif)

The work covered by this invitation to tenders is financed by the West Regional Council PIB, for the 2026 financial year 

6.Consultation du Dossier New(Additif)

The physical dossier can be consulted free of charge at the MO offices during working hours at the Internal Administrative Management Structure for Public Procurement of the Regional Council of the West, located in the Regional Council of the West Headquarters building at SOCADA behind Toket Stadium, from the publication of this notice.

7.Acquisition du Dossier New(Additif)

The physical version of the tender dossier can be obtained from the Internal Administrative Public Contract Administrative Management Entity of the Regional Council of the West as of the publication of this notice, upon payment of a non-refundable purchase fee of ninety thousand (90,000) CFA Francs, payable at the Regional Council's office located at SOCADA behind the Toket stadium.

It is also possible to obtain the electronic version of the file by free download at the addresses indicated above for the electronic version. However, submission by physical or electronic means is subject to payment of the DAO purchase fees

8.Remises des offres New(Additif)

Any bid written in French or English must be submitted by the bidder on the COLEPS platform no later than 06/07/2026 at 10:00 a.m. A backup copy of the bid saved on a USB key or CD/DVD must be submitted to the Internal Administrative Management Structure of the West Regional Council in a sealed envelope with a clear and legible indication "backup copy," in addition to the following statement within the specified deadlines, with the mention:

File sizes and formats
For online submission, the maximum sizes of the documents that will be transmitted via the platform and constitute the bidder's submission are as follows:
• 5 MB for the Administrative Offer;
• 15 MB for the Technical Offer;
• 5 MB for the Financial Offer.
The accepted formats are:
• PDF format for text documents;
• JPEG for images.
Bidders should use compression software to possibly reduce the size of files to be transmitted.
Submissions received after the deadline will be deemed inadmissible

9.Delai de Livraison New(Additif)

The maximum time allowed by the Project Owner for the completion of the works covered by this invitation to tenders is four (04) months for each lot.
Note: this period starts from the date of notification of the work start order

10.Cautionnement Provisoire New(Additif)

Each bidder must attach to their administrative documents a bid bond, manually discharged, issued by a banking institution or financial body authorized by the Minister in charge of finance and whose list appears in document 11 of the Bidding Documents (DAO), with an amount of fifty-three thousand five hundred (53 500) CFA Francs A and valid up to thirty (30) days beyond the initial validity date of the bids.

However, bidders for lots 2,3,4 and 5 are exempt from submitting a bid bond in accordance with circular letter No. 000014 of July 23, 2025, from the Minister Delegate to the Presidency of the Republic in charge of Public Procurement, concerning the procedures for the establishment, deposit, safekeeping, release, and return of the bond and the execution of guarantees in public contracts in its point 7(c), which states that bidders as well as companies holding purchase orders may be exempted from bid bonds, final bonds, or performance bonds at the initiative of the Contracting Authority or the Delegated Contracting Authority; provided that this exemption is specified in the tender documents

11.Recevabilité des Offres New(Additif)

The administrative documents, technical offer, and financial offer must be placed in separate envelopes and submitted in a sealed package.
The following will be deemed inadmissible by the Contracting Authority:
• Bids bearing information on the identity of the bidder;
• Bids received after the deadline for submission;
• Bids not complying with the submission procedure;
• Bids without indication of the identity of the Tender.

Any incomplete bid not in accordance with the requirements of the Tender Documents will be declared inadmissible.
Each candidate must present the original receipt for the purchase of the Tender Documents when submitting the backup copy.

Note: The request for the original documents may be made at any time and at each stage of the procurement process, and failure to provide them may result in the disqualification of the candidate.

12.Ouverture des Plis New(Additif)

The opening of the bids will take place in a single session; it will be held on 06/07/2026 at 11:00 AM by the Internal Tender’s Board attached to the President of the Regional Council, in the conference Room of the West Regional Council.
Only the bidders may attend this opening session or be represented by a single person of their choice duly authorized, even in the case of a consortium of companies. Under penalty of rejection, the required administrative dossier documents must be provided in original form or as copies certified true by the issuing office or the competent administrative authority, in accordance with the provisions of the Particular Regulations of the Call for Tenders. They must be dated within the last three (03) months or have been issued after the date of signing of the Call for Tenders notice. In the event of the absence or non-compliance of any document in the administrative dossier during the opening of the bids, after a 48-hour period granted by the Commission, the offer will be rejected. [The opening must take place no later than one hour after the deadline for receipt of bids set in the Call for Tenders Dossier

13.Critères d'évaluation New(Additif)

1.       1 Elimination Criteria

Failure to meet these criteria will result in the rejection of the bidder's offer. These include:

-          The absence of the bid bond at the opening of the bids, with the receipt of deposit at the CDEC at the opening session for lot1 ;

-          Failure to produce, beyond 48 hours after the opening of bids, any administrative document deemed non-compliant or missing at the time of bid opening;

-          False statements, fraudulent actions, or forged documents;

-          Absence of financial capacity of   17 833 335 (seventeen million eight hundred and thirty three thousand three hundred and thirty five) CFA Francs  for  lot 1 ; 7 333 335 (seven million three hundred and thirty three thousand three hundred and thirty five) CFA Francs  for  lot 2 ; 11 666 670 (eleven million six hundred and sixty six thousand six hundred and seventy) CFA Francs  for  lot 3 ; 11 998 815( eleven million nine hundred and nintey eight thousand eight hundred and fifteen) CFA Francs  for  lot 4 ; 7 333 335 (seven million three hundred and thirty three thousand three hundred and thirty five CFA Francs  for  lot 5 ;

-          The absence of a sworn statement declaring no abandonment of projects in the past three years;

-          Non-compliance with the required file format for online submission of offers;

-          Absence of a quantified unit price in the Financial Offer;

-          absence of the certified copy of the Categorization certificate issued by the Ministry of Public Procurement or the copy of the Decision assigning the classification to category "A, B, C, or D " or the receipt of the submission of the application file for the said categorization;

-          A technical score below 70%, referring to the qualification threshold for technical offers;

-          The absence of an element of the financial offer (the submission, the unit price schedule, the detailed estimate of quantities);

-          The absence of the dated and signed integrity charter;

-          Having a project from a previous year that is still ongoing due to the company;

-          Failure to submit the backup copy within the allotted deadlines;

-           Being listed on the ARMP's published list of suspended public procurement companies;

-          At the opening of bids, the bidder was not registered in the ARMP's tamper-proof register used for recording offers with the receipt numbers for the purchase of the tender file;

-          The absence of a dated and signed declaration of commitment to comply with environmental and social clauses;

-          Absence of the categorization certificate;

-          Failure to comply with the contract conditions.

 2          Essential Criteria

The essential criteria for the qualification of bidders will include, as an indication:

-          The presentation of the offer (03 criteria);

-          The methodology (06 criteria);

Note: Any candidate who has submitted a certify true copy of categorisation certificate for the project concerned is exempt from including the following sections in the technical proposal:  staff, equipment, company’s experience. However, candidate who did not submit the said certificate shall be evaluated on every section of the technical proposal

14.Attribution New(Additif)

The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose financial offer is evaluated as the lowest, including, where applicable, any proposed discounts

15.Durée Validité des Offres New(Additif)

Bidders remain bound by their offer for ninety (90) days from the deadline set for the submission of bids
