Participation to this consultation is open to Small and Medium Size Enterprises that are in compliance with the fiscal laws.
This project shall be financed by the 2026 MINDDEVEL Public Investment Budget

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including 0ne (1)original file and 06 copies on the 07/07/2026 lasted than 10:00 AM local time in sealed envelopes, at the SIGAMP SERVICE of the Bafut Council, and should carry the inscription:

The deadline of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of Two hundred thousand Francs CFA (200 000 CFA) and valid for thirty (30) days beyond the date of validity of bids. The said guarantee must be accompanied by a receipt issued by CDEC in accordance with circular letter No.000019/L/MINMAP of 5th June 2024 relating to deposit, retention, restitution and deconsignment of bonds on public contracts.
The tender file in two (02) volumes shall be enclosed in two sealed envelopes.
Ø Envelope A containing the administrative documents (Volume 1);
Ø Envelope B containing the technical/financial offer (Volume 2).
The two volumes shall then be enclosed in a single sealed envelope bearing only the reference of the tender in question. The different documents of each offer shall be numbered as indicated in the tender and separated by dividers of the same colour.
The bids shall be opened in a single phase. The opening of the administrative file, the Technical and Financial files will take place on the 07/07/2026 at 11:00 AM local time, in the conference hall of Bafut Council, by the Bafut Council Internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice
The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.
The bids shall be evaluated according to the main criteria as follows:
i. Eliminatory criteria
¨ Absence of or insufficient bid bond
¨ Absence of a CDEC receipt issued by the competent authority
¨ Non respect of the 48hrs given for absence or non-conformity of any other document in the administrative file
¨ False declaration or forged document
¨ Deadline for delivery higher or greater than the prescribed
¨ Non-respect of at least 75% of the essential criteria
¨ Incomplete bids
¨ Financial situation below 50% of the project cost
¨ A bid with external envelop carrying a mark or sign leading to the identification of the bidder
¨ Change of quantity or unit price in the financial file
¨ Absence of a quantified unit price
¨ Absence of a certificate of categorisation under the competent sub sector. (legalised by the competent Authority)
ii) Essential criteria
NB. Pursuant to circular letter No.00005/LC/MINMAP/CAB of 26/12/2023, bidders with certified true copies of the certificate of categorisation shall not submit in their TECHNICAL FILE documents relating to ; Their turnover, References of the company, own minimum technical and Logistics means ,permanent staff and head office location

f. Safety measures on the site
g. Logistics
h. Attestation of report of site visit
i. Special technical clauses initialled on all pages and last page signed

This evaluation will be done in a positive (yes) or Negative (no) with an acceptable minimum of 75% of the essential criteria taken into account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest feasible amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
