Within the MINDDEVEL Public Investment Budget, the Lord Mayor of Bafut Council, the Contracting Authority, on behalf of the Bafut Council, hereby launches an open National Invitation to Tender for THE INSTALLATION OF SOME STREET LIGHT IN BAFUT URBAN SPACE (NSOH-MANJIKONG) BAFUT COUNCIL AREA, MEZAM DIVISION OF THE NORTH WEST REGION BY AN EMERGENCY PROCEDURE
Work to be done consists of
· Installation and rehabilitation works;
· Sundry services;
The estimated cost after preliminary studies is Twenty Three Million, Nine Hundred and Eighty five thousand and sixty eight (23,985,068) FCFA.
The works which are subject to this invitation to tender is in one lot as follow:
The installation of some street light in Bafut urban space (Nsoh-Manjikong) Bafut council area, Mezam Division of the North West region by an Emergency procedure
Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws
Works which form the subject of this Invitation to Tender shall be financed by the 2026 MINDDEVEL Public Investment Budget, Budget Head no.
This file may be consulted during working hours at the SIGAMP service of the BAFUT Council during working hours from 7:30 am to 3:30 pm as soon as this notice is published.
The Tender file may be acquired from the Bafut Council upon presentation of a non-refundable treasury receipt of Forty Thousand (40,000) FCFA payable at the Bafut municipal treasury. Such a receipt shall identify the payer as the company that wants to participate in the tender.
Each offer or bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such in accordance with the prescriptions of the tender file should be submitted against a receipt at Bafut Council not later than 25/08/2026 at 10:00a.m local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is ninety (90) days
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or an insurance company approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of four hundred and seventy nine million seven hundred and twenty one (479,721) CFAF and valid for thirty (30) days beyond the date of validity of bids. The said guarantee must be accompanied by a receipt issued by CDEC in accordance with circular letter No.000019/L/MINMAP of 5th June 2024 relating to deposit, retention, restitution and deconsignment of bonds on public contracts.
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Governor, Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the Tender Notice. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of or an insufficient bid bond issued by a first-rate bank approved by the Minister in charge of Finance, a CDEC receipt issued by the competent authority and a valid copy of a categorisation certificate under the competent sub sector. The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 25/08/2026 at 11:00am local time, in the conference hall of the Bafut Council, by the BCITB. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files.
The bids shall be evaluated according to the main criteria as follows:

¨ Absence of or insufficient bid bond
¨ Absence of a CDEC receipt issued by the competent authority
¨ Non respect for the 48hrs given for the absence or the non-conformity of any other document in the administrative file
¨ False declaration or forged document
¨ Deadline for delivery higher or greater than the prescribed
¨ Non-respect of at least 75% of the essential criteria
¨ Incomplete bids
¨ Financial situation below 50% of the project cost
¨ A bid with external envelop carrying a mark or sign leading to the identification of the bidder
¨ Change of quantity or unit price in the financial file
¨ Absence of a quantified unit price
¨ Absence of a certificate of categorisation under the competent sub sector. (legalised by the competent Authority)

Pursuant to circular letter No.00005/LC/MINMAP/CAB of 26/12/2023, bidders with certified true copies of the certificate of categorisation shall not submit in their TECHNICAL FILE documents relating to ; Their turnover, References of the company, own minimum technical and Logistics means ,permanent staff and head office location

This evaluation will be done in a positive way (yes) or negative (no) with an acceptable minimum of (75%) of the essential criteria taken in account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least (75%) of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
