1.Objet New(Additif)

The purpose of this Invitation to Tender is the execution of the construction works of a stone gabion retaining wall at Nkonyi (PK 49+200) for the protection of the Bambui–Fundong Road section.

The proposed intervention consists of the construction of a 90 m to more than 110 m long stepped reinforced gabion retaining system, reaching a maximum retained height of 20 m, complete with drainage facilities, anchorage systems, and stabilization measures to ensure the protection and preservation of the paved roadway located both at the toe and at the crest of the hillside.

2.Consistance des prestations New(Additif)

The works shall include, but shall not be limited to, the following:

2.1 Type of Retaining System

Construction of a stepped reinforced gabion gravity retaining structure comprising:

  • Multi-level reinforced gabion retaining walls (1.5 m to 3.0 m high per level);
  • Setback terraces with horizontal offsets ranging from 1.0 m to 2.5 m;
  • Rear drainage zone consisting of graded filter rockfill (without geotextile);
  • Reinforced concrete protection platform at the toe of the retaining wall;
  • Where necessary, soil nailing and/or rock anchoring systems in unstable upper slope areas.

2.2 General Geometry (Typical Cross Section)

Main characteristics of the structure include:

  • Total length: 110 m
  • Maximum retained height: 20 m
  • Configuration: 4 to 6 successive stepped terraces
  • Typical gabion basket dimensions: 2.0 m × 1.0 m × 1.0 m
  • Base width (overall stability zone): 12 m to 16 m, depending on the slope geometry.

Structural Arrangement

  • Level 1 (Toe): 3.0 m to 4.0 m high (largest and heaviest retaining section);
  • Levels 2 to 4: 3.0 m to 4.5 m high each;
  • Upper Level: Reduced height with biological stabilization through vegetation.

2.3 Toe Infrastructure

At the toe of the retaining wall, a reinforced paved roadway platform shall be constructed with a width of 6.00 m.

Depending on the traffic loading, the pavement may be designed as either a flexible or rigid pavement structure comprising:

  • Improved subgrade layer;
  • 200 mm thick crushed stone base course;
  • Reinforced concrete slab 150 mm to 200 mm thick or asphalt pavement.

The toe platform shall serve the following purposes:

  • Toe buttress to improve global stability;
  • Surface and subsurface drainage collector;
  • Permanent maintenance access road.
3.Cout Prévisionnel New(Additif)

The estimated cost for the execution of the works is SEVEN HUNDRED AND TWENTY FOUR MILLION (724,000,000) CFA Francs, inclusive of all taxes (TTC).

The works shall be financed under the Public Investment Budget (PIB) of the Ministry of Public Works (MINTP), 2026 Financial Year and Subsequent Financial Years.

5.Participation et origine New(Additif)

Participation in this Invitation to Tender is open, under equal conditions, to Cameroonian consulting firms, contractors, or groups of contractors legally established under Cameroonian law, classified in Categories A, B, or C following the categorization of enterprises operating in the Road sub-sector.

6.Financement New(Additif)

The works forming the subject of this Invitation to Tender shall be financed by the Public Investment Budget (PIB) of the Ministry of Public Works (MINTP) for the 2026 Financial Year and Subsequent Financial Years

8.Acquisition du Dossier New(Additif)

upon presentation of a receipt showing payment into the Boyo Divisional Treasury of the non-refundable sum of: Three Hundred Thousand (300,000) CFA Francs representing the cost of purchasing the Tender File.

Upon collection of the Tender File, bidders shall register by providing their complete contact details, including:

  • Postal Address;
  • Telephone Number;
  • Fax Number;
  • E-mail Address.

The payment receipt shall clearly identify the purchaser as the representative of the company intending to participate in this Invitation to Tender.

The electronic version of the Tender File may also be downloaded free of charge from the COLEPS platform at the addresses indicated above.

However, online submission of bids shall only be accepted after payment of the Tender File purchase fee.

9.Remises des offres New(Additif)

The bid shall be submitted by the bidder through the COLEPS electronic procurement platform no later than: 07/08/26 _ at 11:00 a.m.

In addition, a backup copy of the bid saved on a USB flash drive or CD/DVD, together with the original Bid Bond, shall be submitted in a sealed envelope against acknowledgement of receipt at: Secretariat of the Senior Divisional Officer's Office, Boyo Division Fundong not later than: 07/08/26 at 11:00 a.m. local time

10.Delai de Livraison New(Additif)

The maximum execution period provided by the Contracting Authority for the completion of the works covered by this Invitation to Tender is six (6) calendar months.

This period shall commence from the date of notification of the Service Order instructing the Contractor to begin the works.

11.Cautionnement Provisoire New(Additif)

Each bid shall be accompanied by a Bid Bond (Tender Security) valid for one hundred and twenty (120) days from the initial deadline for submission of bids.

The Bid Bond shall be prepared in accordance with the model included in the Tender File and shall be issued by a financial institution approved by the Minister in charge of Finance and authorized to issue guarantees for Public Contracts.

The Bid Bond shall be accompanied by the receipt of deposit issued by the Caisse des Dépôts et Consignations (CDEC).

The amount of the Bid Bond shall be: FIVE MILLION (5.000,000) CFA Francs, inclusive of all taxes.

Under pain of rejection, the Bid Bond shall:

  • be submitted in its original form;
  • have been issued not more than three (3) months before the date of submission of bids;
  • comply strictly with the model provided in the Tender File.

The Bid Bond shall automatically be released after publication of the Contract Award Decision for unsuccessful bidders.

For the successful bidder, the Bid Bond shall be released only after submission of the Final Performance Bond.

 

Certified bank cheques shall not be accepted in lieu of a Bid Bond.

12.Recevabilité des Offres New(Additif)

Any bid submitted after the prescribed deadline and time shall be rejected.

Any incomplete bid that does not comply with the requirements of the Tender File shall be declared inadmissible.

In particular, the absence of a Bid Bond issued in accordance with the model contained in the Tender File by a financial institution approved by the Minister in charge of Finance and authorized to issue guarantees for Public Contracts, valid for thirty (30) days beyond the validity period of the bids, shall result in rejection.

Under pain of rejection, the required administrative documents shall be submitted in originals or certified true copies issued by the competent authority, in accordance with the provisions of the Special Regulations of the Invitation to Tender (RPAO).

A Bid Bond submitted but unrelated to the present consultation shall be considered as missing.

A Bid Bond presented during the bid opening session shall be declared inadmissible.

The administrative documents shall remain valid for three (3) months, and this validity period shall extend beyond the publication date of this Invitation to Tender.

13.Ouverture des Plis New(Additif)

 

The bids shall be opened in one single phase.

The opening of the Administrative Documents, Technical Offers, and Financial Offers shall take place on: _07/08/26 at exactly 12:00 noon, in the Conference Hall of the Senior Divisional Officer's Office, Boyo Division, Fundong, by the Divisional Tenders Board, in the presence of bidders or their duly authorized representatives (including, where applicable, representatives of joint ventures), who shall have full knowledge of their respective bids.

15. Evaluation Criteria

15.1 Eliminatory Criteria

A. Administrative File

The Administrative File shall be rejected in the following cases:

  • Absence of the Bid Bond at the opening of bids, together with the receipt of deposit issued by the Caisse des Dépôts et Consignations (CDEC);
  • Failure to produce, within forty-eight (48) hours after the opening of bids, any administrative document found to be missing or non-compliant.

B. Technical Offer

The Technical Offer shall be rejected if any of the following documents is missing:

a) A sworn declaration certifying that the bidder has not abandoned any public contract during the last three (3) years and that it does not appear on the list of defaulting contractors established by the Ministry in charge of Public Contracts (MINMAP).

b) Curriculum Vitae of the proposed Works Superintendent (Site Manager) meeting the qualification and experience requirements specified in the Special Regulations of the Invitation to Tender (RPAO), namely:

  • Civil Engineering Works Engineer or higher qualification (minimum Bachelor's Degree (Bac +3) or equivalent);
  • At least five (5) years of general experience in Civil Engineering and Public Works;
  • Proven experience as Works Superintendent on at least two (2) bridge, retaining wall, or other civil engineering structure construction, rehabilitation, or maintenance projects.

The following supporting documents shall be attached:

  • Signed Curriculum Vitae;
  • Certified true copy of the diploma signed by the competent Administrative Authority;
  • Signed and dated Availability Certificate;
  • Valid registration certificate with the National Order of Civil Engineers of Cameroon (ONIGC).

c) Failure to satisfy at least three-quarters (3/4) of the Essential Criteria.

d) Absence of the Integrity Charter duly dated and signed.

e) Absence of the Declaration of Commitment to comply with Environmental Clauses.

f) Failure to provide proof of ownership of the minimum equipment listed below:

  • Two (2) 20-ton tipper trucks;
  • Two (2) pick-up liaison vehicles;
  • One (1) truck-mounted concrete mixer;
  • One (1) hydraulic excavator;
  • One (1) backhoe loader;
  • One (1) motor pump;
  • One (1) generator set.

NB: Bidders holding a valid Categorization Certificate corresponding to the category of works concerned may submit this certificate in lieu of the documentary evidence of ownership of the above-listed equipment. The Categorization Certificate shall constitute sufficient proof for this purpose.

g) Absence of the Site Visit Certificate duly dated, stamped, and signed on honour by the bidder.

h) Failure to demonstrate previous experience in the construction, rehabilitation and/or maintenance of civil engineering structures under contracts with a value equal to or greater than Three Hundred Million (300,000,000) CFA Francs (VAT Inclusive);

or

Failure to provide a valid Categorization Certificate confirming that the bidder is classified at least in Category C for road infrastructure and/or civil engineering structure works.

C. Financial Offer

The Financial Offer shall be rejected if any of the following documents is missing:

  • The duly stamped, dated, and signed Tender Form (according to the model provided);
  • The Unit Price Schedule (BPU) completed according to the prescribed format, showing unit prices exclusive of VAT in both figures and words, clearly completed, initialled on every page and signed on the last page;
  • The Bill of Quantities and Cost Estimate (BQCE/DQE) duly dated, signed and stamped, indicating both VAT-exclusive and VAT-inclusive amounts;
  • The quantified Detailed Unit Price Analysis, initialled on every page in accordance with the prescribed model;
  • Omission of any quantified unit price in the Financial Offer.

D. Backup Copy: Absence of the electronic backup copy of the bid.

E. Fraudulent Practices: False declarations, forged or falsified documents, non-authentic documents, or any fraudulent practice.

F. Electronic Submission: Failure to comply with the prescribed electronic file formats for online submission.

15.Attribution New(Additif)

The Contract shall be awarded to the bidder whose bid is substantially compliant, administratively and technically qualified, and evaluated as the Lowest Evaluated Bidder.

However, the Contracting Authority reserves the right not to award the contract to a bidder who is currently executing a contract within the same area and whose performance has been assessed as:

  • Unsatisfactory (contract terminated or abandoned);
  • Poor (formal notice issued with unsatisfactory evaluation, notice of default issued within the six (6) months preceding the award, or contract currently under termination proceedings).
16.Durée Validité des Offres New(Additif)

Bidders shall remain bound by their bids for a period of ninety (90) days from the initial deadline for submission of bids.
