As part of the implementation of the Public Investment Budget (PIB) of the Ministry of Public Works (MINTP), 2026 Financial Year and Subsequent Financial Years, the Senior Divisional Officer for Boyo Division, acting as the Delegated Project Owner (Contracting Authority), hereby launches, on behalf of the Government of Cameroon, an Open National Invitation to Tender for the above-mentioned consultancy services
The services entrusted to the Consultant shall include, but shall not be limited to, the following:
• Supervise the execution of the construction works;
• Carry out the technical control of the implementation of the works;
• Prepare and submit for signature by the Contract Manager all Service Orders required for the proper execution of the works;
• Review the Environmental and Social Impact Assessment prepared by the Contractor, ensure quality assurance, and monitor the implementation of environmental protection measures;
• Ensure the preparation of the as-built drawings;
• Control the quality, coordination, and progress of the works on behalf of the Project Manager;
• Review the Contractor's detailed execution studies, verify their conformity with the approved design, and provide technical opinions and recommendations for validation by the Contract Manager;
• Direct and supervise the execution of the Works Contract;
• Ensure compliance with the Contract Specifications;
• Monitor the preparation of the as-built drawings;
• Perform all other duties necessary for the successful implementation of the project;
• Monitor the behaviour and performance of the completed structures during the Defects Liability Period;
• Assist during the Final Acceptance of the works and carry out all procedures necessary for the closure of the construction site.
The Consultant's services comprise the following three (03) missions:
• Mission 1 – DET: Supervision and Administration of the Works Contract; Mission 2 – OPC: Planning, Scheduling, Coordination, and Site Management; Mission 3 – AOR: Assistance during Acceptance and Handover Operations.
The Consultant's services are described in greater detail in the Terms of Reference (TOR).
The estimated cost of the consultancy services, following the preliminary studies, is: Fifty Million (50,000,000) CFA Francs, Inclusive of All Taxes (TTC)

Participation in this Invitation to Tender is open, under equal conditions, to consulting engineering firms or joint ventures of consulting firms established under Cameroonian law, classified in Categories A, B, C and D following the categorization of Technical Consulting Firms operating in the Road sub-sector.
The consultancy services covered by this Invitation to Tender shall be financed by the Public Investment Budget (PIB) of the Ministry of Public Works (MINTP) for the 2026 Financial Year and Subsequent Financial Years

The Tender File may be obtained during working hours from: Secretariat of the Senior Divisional Officer's Office, Boyo Division, Fundong, Telephone: (+237) 675 58 91 37 upon presentation of a receipt showing payment into the Boyo Divisional Treasury of the non-refundable amount of: Seventy-Five Thousand (75,000) CFA Francs, representing the cost of purchasing the Tender File.
Upon collection of the Tender File, bidders shall register by providing their complete contact details, including:

The payment receipt shall identify the purchaser as the representative of the company wishing to participate in this Invitation to Tender.
The electronic version of the Tender File may also be downloaded free of charge from the COLEPS platform at the above-mentioned addresses.
However, online submission of bids shall only be accepted after payment of the Tender File purchase fee.
Each bid shall be prepared in either French or English.
The bid shall be submitted electronically through the COLEPS platform no later than: _07/08/2026 at 11:00 a.m.

The accepted electronic formats are: PDF for textual documents; JPEG for images.
Bidders are advised to use appropriate compression software whenever necessary to reduce file sizes before uploading them.
The maximum period allocated by the Senior Divisional Officer for Boyo Division, Delegated Project Owner, for the execution of the services covered by this Invitation to Tender is seven (07) calendar months, including assistance to the Project Owner during the Defects Liability Period.
This period shall commence from the date of notification of the Service Order instructing the Consultant to commence the services.
Each bid shall be accompanied by a Bid Bond (Tender Security) valid for one hundred and twenty (120) days from the initial deadline for submission of bids.
The Bid Bond shall be established in accordance with the model included in the Tender File and issued by a financial institution approved by the Minister in charge of Finance and authorized to issue guarantees for Public Contracts.
The Bid Bond shall be accompanied by the Receipt of Deposit issued by the Caisse des Dépôts et Consignations (CDEC).
The amount of the Bid Bond shall be: FIVE HUNDRED THOUSAND (500,000) CFA Francs, inclusive of all taxes.
Under pain of rejection, the Bid Bond shall:
• be submitted in its original form;
• have been issued not more than three (3) months before the date of submission of bids.
The Bid Bond shall automatically be released immediately after publication of the Contract Award Decision for unsuccessful bidders.
For the successful bidder, the Bid Bond shall be released only after submission of the Final Performance Bond.
Certified bank cheques shall not be accepted in lieu of the Bid Bond.
Any bid received after the prescribed deadline and time shall be declared inadmissible.
Any incomplete bid that does not comply with the provisions of the Tender File shall be rejected.
In particular, the absence of a Bid Bond established in accordance with the model provided in the Tender File and issued by a financial institution approved by the Minister in charge of Finance and authorized to issue guarantees for Public Contracts, valid for thirty (30) days beyond the bid validity period, shall result in rejection.
Under pain of rejection, all required administrative documents shall be submitted in originals or certified true copies issued by the competent authority, in accordance with the provisions of the Special Regulations of the Invitation to Tender (RPAO).
A Bid Bond submitted but unrelated to this Invitation to Tender shall be considered as missing.
A Bid Bond presented by a bidder during the bid opening session shall be declared inadmissible.
Administrative documents shall remain valid for three (3) months, and this validity period shall extend beyond the date of publication of this Invitation to Tender.
The opening of bids shall take place in one single phase.The Administrative Documents, Technical Offers and Financial Offers shall be opened On 07/08/2026 at exactly 12:00 noon in the Conference Hall of the Senior Divisional Officer's Office, Boyo Division,
Fundong, by the Divisional Tenders Board, in the presence of bidders or their duly authorized representatives (including representatives of joint ventures), who shall have full knowledge of their respective bids.

15.1 Eliminatory Criteria
The eliminatory criteria are as follows:
A. Administrative Documents
The Administrative File shall be rejected in the following cases:
• Absence of the original Bid Bond bearing the required fiscal stamp at the opening of bids and complying with the model provided in the Tender File;
• Absence of any administrative document, other than the Bid Bond, not regularized within forty-eight (48) hours after the opening of bids.
B. Technical Offer
The Technical Offer shall be declared non-compliant in the event of:
• Failure to satisfy at least 80%) of the Essential Criteria.
The Financial Offer shall be rejected if it is incomplete or if any of the following documents is missing or non-compliant:
• The duly stamped, dated and signed Letter of Submission (Form 8.1);
• The Unit Price Schedule (BPU) prepared in accordance with the prescribed model (Document No. 6), indicating VATexclusive unit prices both in figures and in words, initialled on every page and signed on the last page;
• The Bill of Quantities and Cost Estimate (BQCE/DQE), duly dated, signed and stamped, indicating both VAT-exclusive and VAT-inclusive amounts;
• The Detailed Unit Price Analysis, duly quantified and initialled on every page in accordance with the prescribed model (Document No. 9.11);
• Omission of any quantified unit price in the Financial Offer.
• False declaration;
• Forged, falsified or non-authentic administrative documents.
E.Electronic Submission Requirements
Failure to comply with the prescribed electronic file formats for online submission.
F. Integrity Charter
Absence of the duly dated and signed Integrity Charter.
Absence of the duly dated and signed Declaration of Commitment to comply with the Social and Environmental Clauses.
15.2 Essential Criteria
The Technical Offers shall be evaluated out of 100 points on the basis of the following essential criteria:

The minimum technical score required shall be:80/100
The detailed evaluation criteria and sub-criteria applicable to this lot are specified in the Special Regulations of the Invitation to Tender (RPAO).
Note: Any public servant proposed among the bidder's personnel who fails to provide all documents proving his/her lawful release or authorization from the Public Administration shall not be considered during the evaluation.
The Contracting Authority shall award the Contract to the bidder whose offer has been evaluated as the Most Economically Advantageous Offer, namely the bidder obtaining the highest final score and whose bid has been found to be substantially compliant with the requirements of the Tender File.
However, the Contracting Authority reserves the right not to award the contract to any bidder who is currently executing a contract within the project area and whose performance has been considered unsatisfactory, particularly where:
• a formal notice has been issued and the subsequent performance evaluation was unsatisfactory;
• a notice of default has been issued within the six (6) months preceding the award; the bidder is currently subject to contract termination proceedings.
Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline fixed for the submission of bids.
