"TO BE OPENED ONLY DURING THE SESSION FOR THE OPENING OF BIDS"

The maximum delivery deadline provided for by the Contracting Authority Is sixty days with effect from notification of the contract.

Each bidder must include in his/her administrative file, a provisional guarantee of the tune for the amount ofthree hundred thousand (300 000} Francs CFA issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 ofthe tender file; and valid for thirty (30) days beyond the deadline set for the validity of bids.

For fear of rejection , the required administrative documents must be produced in original or certified true copies by the services who issued them bound, or administrative authorities (Senior Divisional Officers, Divisional Officers...} ,dating any less than three(03) months.
Any bid not in conformity with the specification of this tender file shall be rejected. Notably, the absence ofthe provisional guarantee issued by a first-rate bank approved by the Ministry of Finance or the non-compliance of the model documents of the tender file shall lead to outright rejection of the bid without any possible appeal.

The opening of bids will be in one phase in the presence of bidders or their duly mandated representative who choose to attend on the 05/09/ 2016 at 11 p.m. local time at the Conference hall of the BOGO Council.

The bids shall be evaluated according to the main criteria as follows:

Eliminatory criteria

- Absence or non-compliance of any of the tender documents;

- Fake document in the administrative file;

- False declaration in the administrative file;

- Unavailability of spare parts in Cameroon;

- Non conformity to technical spécifications;

- At least one (01) of the qualification criteria not fulfilled;

- Delivery deadline not fulfilled;

-Unrealistic/false break down of prices;

- Non presentation ofacertificate of non-exclusion issued by the Public Contract Regulatory Agency (PCRA);

- Having previously abandoned to carry eut in its entirety a contract

 Main technicai qualification criteria

The criteria relating to the qualification of bidders are the following:

* Financial capaclty [access to crédit or any other financial resources, turnover, provisional guarantee....) (yes/no);

* References of the enterprise (generally or previous experience on similar projects complexity, cost....) executed within the last [03) three years

* Experience and qualification of the technicai supervisory staff (yes/no);

* Methodology and j'ob planning *Running capitalf transactions for 2013 year) andexpectation for 2015 (yes/no);

* After-sale services (yes/no);

* Certificate of warranty provided by the supplier (yes/no);

The MAYOR of BOGO Council shaii award the tender to the lowest bidder, whose technical and financial file conform with the tender documents in accordance with the provisions of article 8 of page .... through ... of the regulations governing the tender showing the technicai evaluation of bids.

The bidders remain legally engaged by virtue of their tender for a period of ninety (90)days from the deadline set for the submission of their bids.
