In general, the firm selected shall carry out supervision and control of the construction OF SIX BRIDGES IN BAMENDA 1 AND 2 In Mezam Division In Northwest Region . The services include notably,
Ø Step by step control before, during and after the construction operations;
Ø Verification to ensure respect for specified standards of materials to be used;
Ø Quality control of materials and equipment to be put in place;
Ø Verification to ensure the respect of quality of labour to be used;
The estimated cost of the project following prior studies stands at 54,580,000 (fifty-four million five hundred and eighty thousand ) FCFA with taxes.
The works is a unique lot
Participation in this invitation to tender is open to all national consulting firms specialized in the control and supervision of building construction and public works and duly categorised.
Services forming the subject of this invitation to tender shall be financed by the MINTP PUBLIC INVESTMENT BUDGET OF 2026 AND BEYOND

“To be opened only during the bid-opening session”
The bidder shall use compression software to reduce the size of the files to be transmitted if necessary.
For online submission, the maximum sizes of the documents that will transit on the platform and constitute the tenderer’s offer are the following:
• 5 MB for the Administrative file; • 15 MB for the Technical Offer;
• 5 MB for the Financial Offer. The following formats are accepted:
• PDF format for text documents;
• JPEG for images.
The applicant shall make sure that he uses compressing software to possibly reduce the size of the files to be transmitted.
The maximum deadline provided by the Delegated Contracting Authority for the execution of the services forming the subject of this invitation to tender is six (06) months.
Each bidder must include in his administrative documents, a bid bond in line with CDEC prescription issued by a first rate-bank approved by the Minister of Finance featuring on the list in document 12 of the Tender File of an amount of 1,091,600 (One million ninety one thousand six hundred) FCFA and valid for thirty (30) days beyond the original date of the validity of the offers
Under risk of being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score
The opening of the administrative documents and Technical offers will take place online in the MINMAP/COLEPS platform www.publiccontracts.com on the_____/______/2026 at 12 noon local time, in the conference hall of the Regional Tenders’ Board, by its competent Members. Only bidders may attend or be represented by duly mandated persons of their choice who has a perfect mastery of the tender file.
The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75%. The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.
Only bidders may attend or be represented by a duly mandated person
This shall be considered from the qualification of the bidders in the administrative file as stipulated in the essential criteria and a bidder must have at least 75% of the technical marks to qualify for financial analysis.
a) Eliminatory criteria
The non-respect of these criteria must lead to the rejection of the bid
They include especially:
§ Absence of the bid bond;
§ False declaration or forged document;
§ Non-respect of the essential criteria
§ Absence of a quantified unit price;
§ Non-compliance of the bid bond model;
b) Essential criteria
The essential criteria relating to the qualification of candidates are the following:
§ Presentation of the bid
§ Technical presentation of works to be done
§ Planning and methodology;
§ Presentation of bid;
§ Bidder’s references in civil engineering works.
§ Key personnel and equipment available
The contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the Tender File and on the basis of the best bidder and technical quality, relative to article 99a of the public contracts code.
It is specified that the tenderers will remain committed to their offers for three months from the deadline set for the submission of tenders. Bidders shall be bound by their bids for a period of sixty (60) days with effect from the date of opening of bids
