preliminary work;

earthworks;

laying offoundations;

construction work;

installation of wood and meta! fixtures;

electrical work;

plumbing work;

roofframing and covering;

painting;

furnishing (if applicable).

The estimated cost of the opération following preliminary studies is thirty-five million (35 000 000)CFAFrancs

The Works are subdivided into a single lot as defined above

Participation in this call fortenders is open on equal terms to Cameroonian companies with proven experience in the field of buildings and public works of category A. B, C, or D.

File sizes and formats

For online submission, the maximum sizes of the documents that will be transmitted via the platform and constitute the bidder's submission are as follows:

• 5 MB for the Administrative Offer;

• 15 MB for the Technical Offer;

• 5 MB for the Financial Offer.

The accepted formats are:

• PDF format for textdocuments;

• JPEG for images.

Bidders should use compression software to possibly reduce the size of files to be transmitted.

In the context of this call for tenders, companies are exempt from submitting a bid bond in accordance with circuler letter No. 000014 of Juty 23. 2025, from the Minister Delegate to the Presidency of the Republic in charge of Public Procurement, concerning the procédures for the establishment, deposit, safekeeping, release, and return of the bond and the exécution of guarantees in public contracts in its point 7{c), whtch stales that bidders as well as companies holding purchase orders may be exempted from bid bonds, final bonds, or performance bonds at the initiative of the Contracting Authority or the Delegated Contracting Authority; provlded that this exemption is specified in the tender documents.

The following will be deemed inadmissible by the Contracting Authority:

• Bids bearing information on the identity of the bidder;

Any incomplète bid not in accordance with the requirements of the Tender Documents will be declared inadmissible.

Only the bidders may attend this opening session or be represenîed by a single person of their choice duly authorized, even in the case of a consortium of companies. Under penalty of rejection, the required administrative dossier documents must be provided in original form or as copies certified true by the issulng office orthe compétent administrative authority, in accordance with the provisions ofthe Particular Régulations of the Call for Tenders. They must be dated within the last three (03) months or bave been issued after the date of signing of the Call for Tenders notice. In the event of the absence or non compilance of any document in the administrative dossier during the opening ofthe bids, after a 48-hour period granted by the Commission, the offer will be rejected.

1 Elimination Criteria

Failure to meet these criteria will resuit in the rejection of the bidder's offer. These include:

❖ The failure to produce, beyond 48 hours after the opening of the bids, a document from the administrative file (exept the bid bond) ;

❖ false déclarations, fraudulent schemes or forged documents;

❖ The absence of a sworn statement declaring no abandonment of projects in the past three years;

❖ Absenceof a quantified unit price in the Financial Offer;

❖ Atechnical score below 70%, referring to the qualification threshold for technical offers;

❖ The absence of an element ofthe financial offer (the submission, the unit price schedule, the detailed estimate of quantities);

❖ The absence of the dated and signed integrity charter;

❖ absence of a financial capacity of eleven million six hundred and sixty-seven thousand (11 667 000) CFA Francs

❖ Having a project from a previous year that is still ongoing due to the company;

❖ Failure to submit the backup copywithin the allotted deadlines;

❖ At the opening of bids, the bidder was not registered in the ARMP's tamper-proof register used for recording offers with the receipt numbers for the purchase ofthe tenderfiie;

❖ The absence of a dated and signed deciaration of commitment to comply with environmental and social clauses;

❖ Failure to comply with the contract conditions.

15.Attribution New(Additif)

The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose financial offer is evaluated as the lowest, including, where applicable, any proposed discounts

Bidders remain bound by their offer for ninety (90) days from the deadllne set for the submission of bids.
