The purpose of the tender is the execution of works The Installation of Solar Streetlights in Some Localities of Wum Municipality in Wum Central Subdivision, Menchum Division of the North West Region. The works and service required are found in the detail description mentioned in the bill of quantities and cost estimates.

Participation is open under the same conditions to all Cameroonian companies and business concerned that have proven experience in the field of building construction and civil engineering in general.
The Works on This tender are funded by the budget of the Ministry of Economy, Planning and Regional Development, for 2026 financial year. The previewed cost of the entire works of this Open National Invitation to tender is: 98,500,000FCFA (Ninety Eight Million Five Hundred Thousand FrancsFCFA) all taxes included.
The Tender documents may be consulted immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the contracts award) during working hours at the Divisional Office for Menchum or via COLEPS plat form at the following addresses: http://www.marchespublics.cm and http://www.publiccontracts.cm on the ARMP website (www.armp.cm).
The Tender documents can be obtained immediately after publication of this invitation to tender from the COLEPS plat form (on line) using the addresses sited above or the document shall be obtained at the SDO Office for Menchum (Service in charge of the contracts award) during working hours from Monday to Friday upon presentation of a Treasury receipt showing the payment of a non-refundable sum of Ninety Eight Thousand Five Hundred (98,500) Francs CFA.
Each bid written in English or French shall be signed by the bidder or by a duly authorized Representative. These shall be submitted in the COLEPS plat form in a soft copy and with back up copy in a USB key or CD/DVD submitted to the Contracting Authority for onward transmission to the DTB. This back up USB key copy can only be used when the COLEPS platform failed. A: Administrative Document, B: Technical document and C: Financial document. It shall reach the Divisional Office for Menchum not later than 22/09/2026 At 10 am local time.

For online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder’s offers are as the following:-
Ø 5MB for the Administrative offer
Ø 15MB for Technical offer and
Ø 5MB for the Financial offer.
The following formats are accepted:
PDF format for text documents;
JPEG for images.
The applicant shall ensure that compression software is used where need be to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above.
In case of any malfunctioning of the COLEPS platform, failure to present the back up copy shall lead to the rejection of the bids of the concerned candidate.

The maximum execution deadline provided for by the authorization officer for the execution of the works subject of this tender shall be one hundred and twenty calendar days (4months) with effect from date of notification of the Service Order to start execution.

Bids that will be submitted after the date and time mentioned above or those that will not respect the separation model indicated in the different documents in each bid shall not be accepted.
To avoid being rejected, the required Administrative documents will be imperatively produced in original or in certified true copies by the issuing service, in conformity with the stipulation of the rules and regulations of this tender.
These Administrative documents have a validity period of (03) three months. This validity period has to begin after the date of the lunching of the tender.
The opening of bids shall take place on the 22/09/2026 at 11 am, in the conference hall of the SDO.
The opening of bids will be done at once and in three stages:
- Stage 1: Opening of envelope A containing Administrative document (volume 1),
- Stage 2: Opening of envelope B containing Technical document (volume 2)
- Stage 3: Opening of envelope C containing financial document (volume 3).
All the bidders can take part in this opening session or can be represented by one person dully mandated (Even in case of joint-venture) who has a perfect mastery of the tender file.
A) Eliminatory Criteria.
- Offers (bids) submitted after the deadline or time limit;
- Absence of bid bond or bid bond not issued directly in bidder’s name by a first rate bank approved by the Ministry in charge of Finance and with receipt from (CDEC)
- Execution period longer than prescribed in the Tender file
- Technical evaluation mark less than 75% (non-respect of 75% of the essential criteria);
- Absence of quantified unit price (omission of a unit price in the financial bid).
- Absence of original or properly certified administrative document or documents certified more than one time shall be given 48 hours to replace it.
- False declaration or forged documents shall be given 48 hours to replace them and failure to do so the contractor will be eliminated;
- Un categorized company will be eliminated;
NB: Bid bond or any bid security for a group of enterprises must bear the name of mandated enterprise with the names of the other enterprises mentioned as well.
B) Essential Criteria They are primordial or key modalities in the judgment of the technical and financial capacity of candidates to execute the tasks forming the subject of the invitation to tender. They were determined in relation to the nature and content of the tasks to be executed. Hence in the evaluation of:-

The contract will be awarded to the lowest bidder, fulfilling the required administrative, technical, and financial criteria.
1. Duration of validity of bids :
The bidders will be engaged by their bids during a period of One hundred and twenty (120) days as from the latest date programmed for bids deposit.
