As part of the implementation of the Municipal Housing Construction Programme in order to improve on the living conditions of the population, the Mayor of NKAMBE Council hereby launches an open national invitation to tender for the ecological restoration and landscape enhancement project in Nkambe Council, Donga MAntung Division, North Region.
Component 1: Establishment of Tree Nursery
The service provider is to supply healthy and diverse seedlings of native trees ready for planting.
Activity 1: Preparation and establishment of the nursery site and design with size of 10m – 12m length to 1.2m width, and the pathway 60-80cm between the two plots levelling with 3% of slop,
Activity 2: Establishment of tree nursery including marking out the shape and size of the beds, erecting beds using durable poles and orienting beds to avoid direct sunshine when shaded, providing shades, erecting rivets around the beds. The exact number of nurseries will be discussed with the successful vendor depending on the quantity of seedlings to be produced on each lot and the area of intervention.
Activity 3: Purchasing and sowing of the certified seeds into the beds from quality assured suppliers. The seed must be free from pests and diseases, and exhibit high germination rate, viability, and purity. The vendor will be responsible for seeds replacement in case the seeds have not germinated.
Other specifications related to this activity:
· The tubing bags to be used are as follows: All species should be produced in bags with diameter of 15cm and height of 12cm. Species produced by cuttings should be grown in bags with diameter of 20cm and height of 15cm,
· During the potting activities the vendor/service provider must mix the soil according to the specified ratio for different soil type.
The site with clay soil: the growing medium mixture should be 1:2:2, which means one wheelbarrow of soil, two wheelbarrow of sand, and one wheelbarrow of organic manure. This mixture helps improve the soil structure and texture,
The site with loamy soil: the growing medium mixture should be 1:1:1, which means one wheelbarrow of soil, two wheelbarrow of sand, and two wheelbarrow of organic manure. This type of soil is good for use in the potting media.
Activity 4: To ensure the tree nursery management, the following activities must be carried out: watering the seed beds, weeding, pot filling, pricking out, providing shadeing and regular watering after the pricking out, earthing up, sorting, root pruning, hardening off, managing pests and diseases at nurseries.
Activity 5: The vendor/service provider is expected to provide the following at each site.
· Ensure the safety of tree nurseries from theft of seedlings
· Establish a temporary toilet and a space to stock tools and equipment at each tree nursery site,
· Each tree nursery must have a signage with full information, including the name, type of species under the production, number per species, GPS coordinates etc.
· Each plot must have a professional signage detailing the species name (scientific and local), date of sowing/pricking out, and the number of seedlings per plot.
Activity 6: Ensure that the total number of seedlings for each awarded lot is produced and ready to be planted, meeting the quality standards of 20cm to 40cm in height. The service provider must deliver the total number of seedlings plus an addition of 20%, to account for any losses occurred during transport to the tree planting site.
Transportation and cost of seedlings to the planting sites will be covered by the service provider during the planting seasons, in proper way to avoid the damage to the seedlings.
Activity 7: Capacity Building - during the implementation of these activities the service provider must train a nursery attendant on how to establish a tree nursery, produce and maintain seedlings using a hands-on approach (learning by doing).
Component 2: Tree Planting
a) Planting of trees and other conservation methods :
- Site Assessment: Conduct soil verification to assess nutrient levels and pH (ideal: 4.5 - 6.5) and determine micro-topography (hummocks vs. hollows).
- Species Selection: Identify native species appropriate to the water table depth (e.g., facultative or obligate hydrophytes).
- Site Preparation: Clear competitive weeds, manage invasive species, and create micro-grading to ensure appropriate planting niches.
- Planting: Procure high-quality, regionally appropriate seedlings. Execute planting, including, if necessary, the use of soil amendments (e.g. compost) to support growth.
- Maintenance: Implement measures to ensure survival, including vegetation control, mulching, and installing protections against herbivores).
Component 3: Maintenance and sustainability measures
- Initial establishment & care: Watering during dry periods,
- Vegetation management: Controlling competing weeds and invasive plants within the critical root zone.
- Protection: Maintaining or protecting trees to prevent damage from animals or humans.
- Replacement Planting: Replanting dead or dying trees
Component 3: Monitoring and Control
- Monitoring Plan: Establish photo points to track progress, water quality monitoring, and vegetation surveys,
- Conduct continous during project implementation to check for signs of stress, such as dieback or disease.
- Maintain photographic record of tree development.
- Reporting: Deliver monthly reports on seedling survival rates, maintenance activities, and potential threats (e.g. drought, flood).
- Submit monthly reports documenting maintenance activities (water applied, weeds removed, survival rates) to the project supervisor.
3 Expected Deliverables
a) The establishment of a Tree Nursery
- A functional tree nursery,
- A list of appropriate trees species suitable for the area
- Procured a calculated number of healthy, high-quality, hardened-off wetland seedlings.
- List of equipment and materials in the nursery:
Ø Tools: watering cans, machetes, hoes, wheelbarrows, sieves, sprayers.
Ø Materials: Poly-pots (bags), seeds/seedlings, potting soil, manure/compost, shade netting.
- A trained, dedicated staff for daily watering and maintenance
- An established logbook containing inventory and maintenance schedules of the tree nursery in sustainable manner.
b) Tree Planting proper and other conservation methods
- Site Assessment: A finalized site restoration plan including a map of planting zones and species list,
- Species Selection: Available native, water-tolerant, and locally suitable species to enhance biodiversity,
- Site Preparation/planting: Clear invasive species and, if necessary, install protective fencing to prevent disturbance, transplanting of Seedlings/procurement and planting of native seedlings,
- Planting Completion Report (including mapping of planted areas).
c) Maintenance and sustainable measures
- Documented, signed, and approved monthly progress reports.
- A final report demonstrating successful establishment and adherence to the management plan.
The estimated cost of this service shall be FCFA Fourty nine million (49 000 000) INCLUSIVE OF TAXES.
The works subject of this Invitation to Tender shall be in a single lot.
Participation in this Invitation to Tender is open on equal terms to all category C companies with a base in Cameroon, excluding companies under suspension following the termination of a contract, in accordance with the Public Contracts Code.
The works, subject of this Invitation to Tender shall be financed by the budget of FEICOM and NKAMBE council for 2026 financial year.
The Tender File can be consulted as soon as this tender notice is published, during working hours, in the Nkambe Council or at the Regional Office of the Public Contracts Regulatory Agency (ARMP)or DD MINMAP Donga Mantung Divison for the North West during working hours.
The Tender File can be obtained from the NKAMBE Council Technical Department against payment of a non-refundable sum of CFA francs Seventy thousand (70,000) payable at the Minicipal Treasury of NKAMBE council.
During collection of the Tender File, bidders should register by leaving their full address (Telephone, E-mail, Post Box, Fax, etc.).
However, pursuant to the provisions of point 82 of the circular implementing the Public Contracts Code, a bidder who instead paid the Tender File acquisition fee to the public treasury due to the hurdles faced in the municipal revenue office, should include in his bid a duly established bailiff report and/or proof of referral to the Mayor, with a copy to the local administrative authority, ARMP, MINMAP and FEICOM, against payment a duly signed and dated receipt.
Bids shall be written in English or French, in 7 (Seven) copies, that is 1 (One) original and 6 (Six) copies marked as such, and an electronic version of the said bids, shall be placed in a sealed envelope, stamped and sealed, with no distinctive sign on the bidder’s identity, and submitted at the Service of aaward NKAMBE Council not later than 17/09/2026 at 10:00 AM, local time and should be marked as follows:

(To be opened only during the bids opening session)
The maximum deadline allowed by the Project Owner for the execution of the works subject of this Invitation to Tender shall be four months (120 calendar days) with effect from the notification of the Administrative Order to commence the execution of works.
Each bidder shall attach to his administrative documents a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue public procurement guarantees and whose list is in document 14 of the Tender File and whose amount is (nine hundred and eighty thousand francs) (980,000) francs CFA and valid up to 30 (thirty) days beyond the initial bids validity date. The absence or non-compliance of the bid bond issued by a first-rate bank or category one financial establishment authorised by the Ministry in charge of Finance to issue public produrement guarantees, shall lead to the complete rejection of the bid.
A bid bond provided but having no bearing with the tender shall be considered as absent.
The said guarantee must be provided alongside a deposit receipt issued by the Deposits and Consignments Fund (CDEC). In case of bank or certified cheque provided in lieu of a guarantee, the latter must be made payable to CDEC for the Project Owner. The said cheque must be forwarded to CDEC by the financial institution within at least 7 (seven) working days before the opening of bids date.
Under penalty of being rejected, the required administrative documents must imperatively be provided in originals or certified true copies by the issuing service or competent administrative authority, in accordance with the stipulations of the Special Regulations of the Invitation to Tender. They must be less than 3 (three) months old or have been established after the date the Tender Notice was signed.
Any bid falling short of the prescriptions of this Tender Notice and Tender File shall be declared inadmissible. Notably, the absence of the stamped bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or non-compliance with the templates of Tender File documents shall lead to the complete rejection ofthe bid without any room for petition. Moreover, bids received after the closing date and time for submission shall not be admissible.
The administrative documents, technical and financial bids must be placed in separate envelopes submitted in a sealed envelope.
Envelopes carrying distinctive signs on the bidder’s identity, received after the closing date and time for submission, non-compliant with the tendering method, without indicating the identity of the Tender File and non-compliance with the number of copies stated in the Special Regulations of the Invitation to Tender or bid in copy only shall be rejected.
Bids shall be opened in two phases at the Conference Hall of the NKAMBE Council
The opening of the administrative documents and technical offers shall take place on 17/09/2026 in the conference hall of Nkambe Council at 11 :00 AM by the Project Owner or the Delegated Project Owner’s Tenders Board
Only the financial offers of the tenderers that obtained a qualificative technical score of 70% shall be opened at Conference Hall of the NKAMBE Council) by the same Tenders Board and in the same room on a date to be
Announced later after the publication of the technical evaluation results
Only bidders may attend this opening session or be represented by a single duly authorised person of their choice, even in the case of a group of enterprises.
Under pain of rejection, the documents required in the administrative file must be produced in originals or in copies certified as true by the issuing department or the competent administrative authority, in accordance with the stipulations of the Special Regulations. They must be less than three (3) months old from the original date of submission of tenders or have been drawn up after the date of signature of the tender notice.
In the event of the absence or non-conformity of any document in the administrative file at the bids opening session after a period of 48 hours granted by the Board, the bid shall be rejected.
[The launching of the bid opening session must take place no later than one hour after the deadline for receipt of tenders set out in the Tender Files.]
The eliminatory criteria shall be:
Ø Incomplete or non-compliant administrative documents and not submitted within 48 hours after the opening of bids (except the bid bond);
Ø False statements, forged documents or shady deals;
Ø Absence of the certificate of categorisation (C);
Ø Failure to meet 70% of the essential criteria;
Ø Omission of a quantified price in the financial bid;
Ø Absence of the bid bond accompanied by the deposit receipt issued by CDEC, in accordance with Circular Letter No. 000014/PR/MINMAP/CAB of 23 July 2025 relating to the terms and conditions for establishing, depositing, keeping, releasing, returning, releasing and fulfilling public contracts guarantees;
Ø Absence of the statement made on honour on the non-abandonment of projects during the last 3 (three) years;
Ø Absence of the dated and signed charter of integrity;
Ø Absence of the dated and signed contractor’s occupational health and safety charter;
Ø Incomplete financial bid
Ø Absence of a SPECIAL FIELD REPORT CO_SIGNED WITH THE MAYOR OF NKAMBE COUNCIL (PROJECT OWNER) CLEARLY INDICATNG DUE DILIGENCE AND SUFFICIENT UNSERSTANDING OF THE LOCAL SECURITY CONTEXT
14.2. Essential criteria
Technical bids shall be graded based on the essential criteria below:
· Experience of company staff (24 sub-criteria);
· Availability of essential material and equipment (06 sub-criteria);
· Company’s references (08 sub-criteria);
· Company’s financial situation (04 sub-criteria);
· Technical proposal and works execution schedule (07 sub-criteria);
· Acceptance of the contract conditions (03 sub-criteria);
· General presentation of the bid (02 sub-criteria).
The details are shown in the bids evaluation grid. Only bidders who presented a compliant administrative file and who obtained at least 70% (which is 41 YES out of 58), shall be qualified for the next stage of the procedure and their financial bid shall be evaluated.
The Contracting Authority shall award the contract on the basis of the lowest financial bid to the bidder fulfilling the required technical and financial qualification criteria. The said bidder having previously obtained a technical mark of at least 70% of “yes” favourable opinion.
Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the deadline set for the receipt of bids.
