for the South West Region, Contracting Authority, hereby launches an open National Invitation to Tender(BY THE EMERGENCY PROCEDURE)on behalf of the Regional Delegate of MINEPAT South West Region, Delegated project owner, for the supervision and technical control of the execution of third phase of construction works of a bridge over river Moungo at Ngolo Bolo in Konye municipality:
The works shah comprise technical control and monitoring with the following missions:
- Management of execution works;
- Scheduling and piloting of works;
- Assistance to acceptance operations
Further details are provided in the technical specifications and the estimate details.
The estimated budget inclusive of taxes for phase 3, after preliminary studies is Twenty th ree million (23.000.000) FCFA..
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegate of Public Contracts for the South West — Buea, against a receipt not lacer thon 01 AOUT 2017 at 9am , local time in three (03)

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows
The maximum time frame provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is six (06) months, with effect from the date of notification of the notice to commence services
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: Four hundred and sixty Thousand (460 000) FCFAwith a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection,the required administrative documents must be irnperatively produced as originals or truc copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) in accordante with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established alter the signature of the tender notice
Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

FOR THE SUPERVISION AND TECHNICAL CONTROL OF THE EXECUTION OF THE
THIRD PHASE OF CONSTRUCTION WORKS OF A BRIDGE OVER RIVER MOUNGO AT
NGOLO BOLO IN KONYE COUNCIL AREA, MEME DIVISION "To be opened only during the bid-opening session"
The bids shah be opened in a single (01) phase on the 01 Aout 2017 at 10 am local time by the Tenders Board of the Contracting Authority in the Regional Delegation of Public Contracts Conference Hall, at the MINEPAT Building in the presence of the bidders or duly authorized representatives
i. Eliminatory criteria
They are especially:
- Absence of bid bond or any other relevant administrative document;
- False declaration or forged document,
- A technical score of less than 75%,
- Absence of a formed declaration attesting that the tenderer has not abandoned a contract during the last three (03) years and that he is not on the list of defaulting contractors published by the Ministry of Public Contracts;
- Absence of a Chief of mission with the relevant qualification;
- Absence of an organisational and methodological note;
- Absence of a laboratory or a contract signed with an approved laboratory.
- Not showing proof of financial solvency (available credit line) of at least seven million (7,000,000) FCFA;
- Non-respect of 3 essential criteria;
- omission of a quantified unit price in the financial offer;
ii. Essential criteria
Technical proposais
The technical proposais shah be evaluated as per the following essential criteria:
- Qualification of experts and their experience in the project field (50 points);
- Technical resources and equipment to be deployed (30 points);
- References of the consulting firm (20 points).
> Financial offer
Only the financial offers of tenderers pre-selected after the evaluation for compliance of the
administrative documents (stage 1) and the assessment of the technical proposais (stage 2) shah be evaluated as per the following criteria:
NM = MMd x 100/MS
NM = Tenderer's financial mark; MMd = Lowest bidder's amount;
MS = Tenderer's amount.
The contract will be awarded to the bidder who complied with the special regulation of the invitation to tender and is technically apt and whose final mark calculated following the formula below is highest:
N = [(70 x Technical mark) + (30 x Financial mark)] / 100 N stands for the technico-financial mark
The Contracting Authority can refuse to award the contract to a bidder who had unsatisfactory performances (evaluation mark awarded by a monitoring commission of less than 12/20 during the past two years).
The contract shall be awarded to the bidder with the best offer.
Bidders will remain committed to their bids for 90 dcrys from the deadline set for the submission of bids.
