Within the framwork of ensuring the Three Year Contingency Plan for the speeding up of growth in Cameroon, the Minister of Public Contracts. Contracting Authority on behalf of the Ministry of Agnculture and Rural Development, hereby launches a Mutual Agreement (Gré a Gré)'s Consultation notice following authorization 004599/L/MlNMAP/SG/DGMAS/DMAG/CEIO/CE5 of 22 June 2017 for the supply of commercial packaging to the Upper Nun Valley Development Authority (UNVDA) Ndop.

The service that forms the purpose of this invitation for tender shall consist of:

• The acquisition and supply of agricultural inputs to cooperatives of rice farmers

Supplies which form the subject of this invitation to tender shall financed by the 2017 triennial Emergency Plan of MINADER.

Each offer drafted in English or French in four (04) copies including the original and three (03) copies marked as such, shoul reach the service of Public Contracts of UNVDA, PO Box Ndop, Email: unvdandop@ymail.com, Tel (237) 691 791 79 83 72  Fax: 691 79 83 18 not later than 06 juil 2017 at 11 o'clock and should carry the inscription:

''CONSULTATION NOTICE

For the acquisition and supply of ogricultural imputs to cooperatives of rice

''To be opened only during the bid-opening session''

The maximum deadline provided by the Contracting Authority for the supply shall be fifteen (15) days. The delivery place is the head quarter of the Upper Nun Vally Development Authority (UNVDA) Ndop Ngoketunjia Division, and North West Region

Under penalty of being rejected the administrative documents required, must be produced in original or true copies certified by the issuing services or an administrative authority (Senior Divisional Officer, Divisional officer....) in accordance with the special Conditions of the invitation to tender

They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.
Any incomplete offer  in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance

An Adhoc Committee designated by the Contracting Authority shall proceed in the opening and the evaluation of bids
NB: Only bidders may attend the opening session or be represented by a person of their choice duly authorized. The beneficiary (UNVDA) shall be represented at the opening session.

The analysis of bids is going to be based on eliminatory and the essential criteria.              Only bids with satistactory administrative file shall be examined technically and financially.
• Eliminatory criteria
i) Non-conformity of administrative documents;
ii) False declaration or falsified documents ;
iii) Less than 70% of "yes" in the essential criteria.

Essential Criteria

Bids shall be analysed technically on the basis of the following essential criteria

• General presentation of file
• bidders' reference on similar sunpplies;
•  Disponibility of technical documents;
• Won respect ofdelivery daeadline ;
•  Financial capacity of 100% of provisionnal amount;
•  Methodology of execution.

Any tender should totalise at least 70% in esseniial criteria in order to be admitted for the financial analysis

In application of the instructions of the Minister Delegate at the Presidency of the Republic in charge of Public Contracts, th eContracting Authority shall transmit the full file to the Internal Tenders Board for competence.

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders
