The maximum deadline provided by the Contracting Authority for the supply shall be fifteen (15) days. The delivery place is the head quarter of the Upper Nun Vally Development Authority (UNVDA) Ndop Ngoketunjia Division, and North West Region

Under penalty of being rejected the administrative documents required, must be produced in original or true copies certified by the issuing services or an administrative authority (Senior Divisional Officer, Divisional officer....) in accordance with the special Conditions of the invitation to tender
They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance
An Adhoc Committee designated by the Contracting Authority shall proceed in the opening and the evaluation of bids
NB: Only bidders may attend the opening session or be represented by a person of their choice duly authorized. The beneficiary (UNVDA) shall be represented at the opening session.
The analysis of bids is going to be based on eliminatory and the essential criteria. Only bids with satistactory administrative file shall be examined technically and financially.
• Eliminatory criteria
i) Non-conformity of administrative documents;
ii) False declaration or falsified documents ;
iii) Less than 70% of "yes" in the essential criteria.
Essential Criteria
Bids shall be analysed technically on the basis of the following essential criteria
Any tender should totalise at least 70% in esseniial criteria in order to be admitted for the financial analysis
In application of the instructions of the Minister Delegate at the Presidency of the Republic in charge of Public Contracts, th eContracting Authority shall transmit the full file to the Internal Tenders Board for competence.
Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders
