As part of efforts to improve the quality of municipal public services. the Mayor of BAMENDJOU Council,  building owner. launches a National Open Bidding for the building works of the construction on the fence and development of raods various networks (VRO) at the Bamendjou town hall at the BAMENDJOU Council.

The works include, in particular. the construction of a fence; the installation of metal gates and pedestnan gates.  the installation of 222 square meters of wrought·iron grilles, the construction of 10 cm thick reinforced concrete parking areas; the construction of 208 meters length covered drainage channels; the laying of 1000 square meters of cut-stone pavers. landscaping and turfing; the construction of two (02) guard posts; supply of public benches  and the installation of solar streetlights.

The esltmated cost of this benefit 1s one hundred twenty-two million fifteen thousand two hundred and  twenty-three (122,015,223) CFA francs, inclusive all tax

The works are divided into a single lot.

Participation is open on equal terms to all eligible Cameroonian Sccio-couective Buildings and Equipment  category O companies that meet the conditions set out in the Specific Tender Regulations (RPAO)

The physical version of the Call for Tenders Documents may be obtained during business hours at BAMENDJOU City Hall at the public contracts office, upon publication of this notice, upon presentation of the receipt  of a non-refundable fee of the sum one hundred and five thousand five hundred (105 500) CFA francs payable

Bids written in english or french in seven (07) copies of which one (01) original and six (08) copies marked as  such will be deposited Under seal with a receipt at BAMENDJOU Town hall, no later than 05th Novembre 2026 at 09: 00 O'clock, local time at BAMENDJOU Town hall. 

The maximum period specified by the Employer for the execution of the work referred to in this Request for Proposals IS SIX · (06) months from the date of notification of the service order to start the services.

No. 000014/~/MINMAP/CAB of July 23, 2025 relating to the procedures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts. 

The absenc~ of the bid bond issued exclusively by a first·rate bank authorized by the Ministry ~f Finan~e to issue bonds.'° th~ context of public procurement, accompanied by the deposit receipt of said bon? in  ac_cor?ance with circular letter No. 000014/C/MINMAP/CAB of July 23, 2025, will result in the outright

rejecticn of the offer. A bid bond produced but having no connection with the consultation concerned  is considered absent. The bid bond presented by a bidder during the bid opening session is inadm1ss1ble

The administrative documents, the technical offer, and the financial offer must be placed in separate envelopes  and submitted in a sealed envelope.

The following will not be accepted by the Project Owner:

• Envelopes bearing the bidder's identity;

• Envelopes received after the submission deadlines; 

• Envelopes that do not comply with the submission method.

• Envelopes without indicating the identity of the Call for Tenders;

-Fatore to comply with the number of copies indicated in the RPAO or offering only copies.

Under penalty of rejection, the required administrative documents must be submitted in original form or in copies  certified by the issuing department or a competent authority (Prefect, Sub-Prefect, etc ), in accordance with the provisions of the Special Regulations of the Call for Tenders They must be dated less than three (03) months prior to the original bid subrrnssion date or have been prepared after the date of signature of the Call for Tenders.

Procurement Commission or the Municipality of BAMENDJOU, in the meeting room of the Town Hall  Only bidders may attend this opening session or be represented by a duly authorized person of ther choice. 

Under penalty of rejection, the required administrative file documents must be submitted in original form or in copies certified by the issuing department or the competent administrative authority, in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be less than three (03) months old or have been prepared after the date of signature of the Call for Tenders. 

In the case of absence or non-compliance of a document in the administrative file when the bids are opened, after a period of 48 hours granted by the Commission, the offer will be rejected 

The elimination criteria set out the minimum conditions to be admitted for evaluation according to the essennal tanks. Failure to comply with these criteria will result in the tenderer's bid being rejected. 

These include:

Absence of an administrative document and not regularized within 48 hours; 

Absence of the bid bond with fiscal stamp and acquitted at the opening of tenders;

Absence of a receipt of the CDEC of deposit of said bond in accordance with circular letter No.  000014/C/MINMAP/CAB of July 23, 2025 relating to the procedures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts at the 

opening of tenders;

False declaration or falsified document; 

Omission in the financial offer of a quantified unit price;

Technical score lower than 75%; 

absence of the declaration of honor of non-abandon of works of a site;

The absence of an element of the financial bid (submission, BPU, DOE); 

Absence of a dated and signed integrity charter;

Absence of a dated and signed declaration of commitment to compliance with environmental and social  clauses.

absence of a copy of the categorization certificate or a receipt of the application for 

categorization, certified by MINMAP or his local representative less than 03 months old (only categories A, 8, C and D will be accepted); 

Absence of financial capacity equivalent to at least 30% of the total amount (including VAT) of the requested contract (36 604 567 FCFA minimum), in accordance with the MINMAP circular of 17/03/2026, concerning the mobilization by companies of their financial capacity in the  execution of public contracts; having been subject to termination for default during the execution of a oroiect financed by FEICOM 

(see Exhibit No 15).

The Contracting Authority shall award the Contract to the Bidder rulf 1llmg the coonuons set out in points 341 and 34 2 of the Supplementary Regulations

Tenderers shall remain bound by their tenders lor ninety (90) days from the closing date for the submission or tenders
