The subject of this invitation to tender shall involve hiring a security firm to guard the main building and some annex services of the Ministry of Public Health.

The services subject of this invitation to tender shall involve ensuring the security of the MOH main building and annex services for a period of10 (ten) months (from 1August- 31 December 2017).

Participation in this consultation shall be reserved to all security firms duly incorporated and operating throughout the national territory.

The services of this consultation shall be financed by the 2017MOH Operating Budget, budget head 51 40 528 01 340080 6188 61 for an estimated amount of FCFA 85,000,000.

Upon publication of this notice, the tender file may be obtained from the Contracts Service of the Ministry of Public Health (MOH), located at the abovementioned address, and upon presentation of a receipt attesting to the payment of a non-refundable sum of FCFA 50,000 (Fifty thousand francs) payable to the Public Treasury and representing the tender fees.

Each bid, drafted in English or in French in (07) copies (including one original and six copies marked as such)shall be submitted against receipt in a sealed envelope to the Secretariat of the Ministerial Tenders Board located at the Health building, no later than01-08- 2017 at 1 p.m., local time, and shall be labelled :

 "OPEN NATIONAL INVITATION TO TENDER No. 0011/AONO/MINSANTE/CMPM/  TO PROVIDE GUARD SERVICES FOR THE MAIN BUILDING AND SOME ANNEX SERVICES OF THE MINISTRY OF PUBLIC HEALTH FOR A PERIOD OF 10 (TEN) MONTHS (FROM 1 AUGUST TO 31 DECEMBER 2017)

 TO BE OPENED ONLY DURING THE TENDER REVIEW SESSION"

 The bids must be costed exclusive of the value added tax (VAT excl.) and of all taxes included, along with the signed bid model

The services shall be carried out at the Ministry of Public Health and in some annex services.

Each bidder shall include in his/her administrative file, a bid bond (compliant to the attached model) issued by a bank approved by the Ministry of Finance and whose name features on the list in Document 12 of the Tender File, to the amount defined below. The bid bond shall remain valid for thirty (30) days beyond the original date of bid validity.

Upon pain of rejection, the other required administrative documents (valid) must be produced as original documents and copies certified as authentic by the issuing service, in accordance with the Special Tenders Regulations (STR).

They must be valid or issued less than three (03) months before the date of submission of bids or must have been made after the signing date of the Invitation to Tender.

Any bid not in compliance with the specifications of this Tender notice and File shall be rejected. Notably, the absence of a bid bond issued by a first class bank approved by the Ministry of Finance. Non-compliance with the model document of the Tender File shall lead to the outright rejection of the bid.

Bids shall be opened in two phases: technical and administrative bids shall be opened on 01-08- 2017 at 2 p.m. prompt by the Ministerial Tenders Board located at the Health building near the Cameroon Red Cross. Only bidders may attend or may be represented by any person of their choice at the opening session.

The opening of financial bids shall be done under the same conditions for bidders pre-qualified at the technical phase.

Eliminatory criteria

a)    Incomplete administrative file or non-compliant administrative file beyond a 48-hour deadline for completion;

b)    Incomplete financial file;

c)     False statement or forged document;

d)    Technical score below 70/100;

e)    Absence of an authorization;

f)     Presence of financial information in the technical or administrative file;

g)    Omission of a unit price in the price list.

Proof of acceptance of market conditions.

The maximum execution deadline set for by the Contracting Authority for the execution of the services shall be Five (05) months
