The Regional Delegate of Public Contracts for the Center Region, Contracting Authority, launches in emergency procedure on behalf of the Mayor of the Municipality of Mbankomo, Project Owner, an Open National Invitation to tender for the electrification of Nkol Yegue 1 - Nkot Nkong.

The works, subject of this open national invitation to tender as described in the quantitative price list attached to this tender is not exhaustive and comprises:

• · Strengthening the network MT / MT mono / three-phase cable Almelec 3 * 34 mm2 to 7.3 km;
• · Construction of a three-phase cable Twisted BT 3 * 50 NP + 1EP mm2 to 0.1 km;

Works which form the subject of this invitation to tender is financed by the Public Investment Budget of the Ministry of Energy and Water, 2016 financial year for an estimated amount of thirty seven billion fifty hundred and eleven thousand (37,511,000) Francs CFA in credit payment and sixty seven billion fifty hundred and eleven thousand (67,511,000) Francs CFA for the authorization engagement.

      Presentation of tender

The tender documents must be partition into three (03) volumes contained in a closèd and sealed envelope as below:

Volume 1:        -Envelope A containing administrative file;

Volume 2:        -Envelope B containing technical file.

Volume 3:        -Envelope C containing financial bids.                                       

All documents contained in volume 1,2 and 3 shall be enclosed and sealed in a single envelope with only the reference to call for tender in question.

The different parts of each bid be number in the order of the tender and separated by dividers of the same colour.

Each tender drafted in English or French, in seven (7) copies, one (01) original and six (06) copies sealed and marked as such, in conformity with the tender file, must reach the Can for Tender Support Unit of the Regional Delegation of Public Contracts for the Centre, no later than 25th august 2016 at 12 O'clock local time and shall be labelled as follows:

The maximum period of execution of the work as provided by the Project Owner is three (03) calendar months. This time except during rainy weather includes all the various constraints and runs from the date of notification of the service order to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the tender in the amount of one million three hundred thousand (1, 300,000) FCFA.

Subject to rejection, other administrative documents must imperatively be produced in originals or copies certified by the issuing service in accordante with the supplementary Reguiations of the provisions of the RFP. They must be dated less Clan three (03) months preceding the date of submission of tenders, subject to the provisions of RPAO.

Any bid not meeting the requirements of this notice and the tender file shall be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance and valid for thirty (30) days beyond the original expiry date of the offers, or non-compliance models Parts of the Bidding Documents, will result in rejection of the offer.

Evaluation shall be done in 3 stages:

Stage 1-Verification of the conformity of the administrative files;

Stage 2- Evaluation of technical files of tenderers with conformed administrative files

Stage 3- Verification of financial offers of enterprises retained after evaluating stages 1 & 2 above.

Evaluation criteria are as below:

13.1: Eliminatory criteria

1.      Incomplete or non-compliant administrative file subject to Article 1.1 of Circular N°002/CAB/PM of 31st January 2011 relating to the improvement of the performance of the Public Contracts System;

2.      False declaration or forged document. (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document where there is a doubt);

3.      Cumul amount under in electrical work during the three (03) years Iess than sixty seven million (67,000,000) CFA francs;

4.      Absence in the technical offer of a heading "execution methodology, organization and planning of the work";

5.      valid permit to access ENEO network;

6.      Non satisfaction of at least 80% of the essential criteria (24 yes /30);

7.      Incomplete financial bid;

8.      Omission of a quantified unit price from the price schedule;

9.      Absence of the sub-detailed price.

13. 2: Essential criteria

The essential criteria will be evaluated in a binary manner (satisfaction or not). Thus, several criteria drawn from under sections below the tender documents will be used for the assessment of the technical offer:

i)        Experience of the personnel and management;

ii)      Company's references;

iii)    The availability of equipment and essential equipment;

iv)    The execution date line;

y) Access to a line of credit or other financial resources.

The Contracting Authority will award the contract to the bidder whose offer qualified technically, has been assessed the Iowest bid after checking its price and is substantially responsive to the Bidding Documents.

Their tenders will bind bidders for a period of ninety (90) days with effect from the tender-­submission deadiine.
