The Government of the Republic of Cameroon has received financing from the International Development Association (IDA), a member of the World Bank Group, to cover the cost of the Harmonizing and Improving Statistics in West and Central Africa (HISWACA) Project, and intends to apply part of this credit to payments under the following contract: “Recruitment of an International Individual Consultant to develop the master plan for the common geospatial infrastructure for official statistics in Cameroon”.
The consulting services (the “Services”) fall under Component 1 (Sub-component 1.4, Operation 1.4.9: Establishment of a common geospatial infrastructure for official statistics in Cameroon). Their objective is to develop the master plan for the common geospatial infrastructure for official statistics, in order to provide the National Statistical Information System (NSIS) with a coherent, interoperable, well-governed and sustainable framework for integrating statistical and geospatial data, in line with the Global Statistical Geospatial Framework (GSGF), the United Nations Integrated Geospatial Information Framework (UN-IGIF) and OGC/ISO standards. The Services include, in particular:
– Conducting a comprehensive national inventory of existing geospatial datasets (custodian, coverage, format, quality, update frequency, access conditions) and assessing the maturity of the national geospatial ecosystem;
– Carrying out an in-depth and comprehensive strategic diagnostic of Cameroon’s statistical-geospatial information system, analyzing user needs, data producers, available reference datasets, institutional capacities, governance arrangements, standards, existing platforms, and the conditions under which geospatial statistics are produced;
– Identifying the gaps and priority actions between the current situation and the requirements of a common geospatial infrastructure for official statistics, taking into account the Global Statistical Geospatial Framework (GSGF), the Integrated Geospatial Information Framework (UN-IGIF), OGC/ISO standards, notably WMS, WFS, WMTS, CSW, ISO 19115 (metadata) and ISO 19157 (data quality), and the national statistical quality assurance framework;
– Defining the target architecture of the infrastructure, including the identification of the fundamental geospatial reference datasets required by the infrastructure, notably administrative boundaries, localities, enumeration areas, addresses, buildings, and road and hydrographic networks, together with the institutional arrangements for their maintenance, the statistical data to be geocoded or spatialized, interoperability mechanisms, metadata, quality procedures, and rules for access, sharing and dissemination. The target architecture will also cover the data, application, interoperability, security, hosting and backup architectures;
– Proposing a governance and sustainability model, as well as a draft national framework for data governance and sharing;
– Producing a draft national framework for the governance and sharing of statistical and geospatial data;
– Preparing an implementation roadmap enabling the gradual rollout of the infrastructure through realistic actions. For each action, specify the responsible institutions, partners, timeline, estimated cost, prerequisites and monitoring indicators;
– Developing an indicative five-year investment plan covering IT infrastructure, software, hosting, human resources, training, maintenance and operating costs;
– Developing a capacity-building plan specifying the required profiles, the skills to be developed, priority training, and knowledge-transfer mechanisms.
The duration of the assignment is eighteen (18) weeks from the date of notification of the Service Order.
The detailed Terms of Reference (ToR) for the assignment may be obtained at the address indicated below or upon simple request by e-mail.
The Project Coordinator invites eligible individual consultants to express their interest in providing the Services. Interested candidates must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (documentation, references for similar assignments, experience in comparable missions, first page and signature page of contracts, acceptance reports or certificates of completion, etc.).
N.B.: only experience proven by employer certificates or attestations of employment will be taken into account.
No. IDA 7400-CM; Project No.: P 180085 Approved Procurement Plan of September 24, 2026, STEP Ref.: CM-INS-546734-CS-INDV
Expressions of interest must be submitted in six (06) copies to the address below, by post or by e-mail, no later than 13 NOVEMBER 2026 at 4:00 p.m. local time (GMT+1). They must be marked:
“Request for Expressions of Interest/Consulting Services No. 003054/ASMI/INS/HISWACA/UGP/CN/DO/SPM/2026 for the Recruitment of an International Individual Consultant to develop the master plan for the common geospatial infrastructure for official statistics in Cameroon”
Candidates submitting their expression of interest by e-mail must do so as a single PDF file, failing which it will be rejected.
The consultant will be selected using the Open Competitive Selection of Individual Consultants method described in paragraph 7.36 of Section VII of the Procurement Regulations. Candidates will be ranked on the basis of their qualifications and relevant experience for the Services. The top-ranked candidate will be invited to submit a technical and financial proposal and then to negotiate the contract.
Interested consultants may obtain further information at the address below during the following hours, Monday to Friday: from 9:00 a.m. to 4:00 p.m., local time (Yaoundé time).
The shortlisting criteria are as follows:
– hold a university degree at Master’s level (Bac+5) or higher in the field of geospatial information (GIS, remote sensing, physical geography, cartography, geomatics) or equivalent;
– demonstrate at least ten (10) years of proven international experience in geomatics, information technology or geographic information science;
– demonstrate documented participation in at least two (02) national or regional Spatial Data Infrastructure (SDI) projects;
– demonstrate experience in developing strategies, master plans or national frameworks relating to geospatial information;
– The following are considered assets: (i) skills in artificial intelligence, advanced remote sensing and automation; (ii) in-depth knowledge and proven practice of international frameworks and standards (GSGF, UN-IGIF, and the recommendations and guidelines of UN-GGIM Africa on integrating geospatial information into statistical production); (iii) good knowledge of the Cameroonian institutional context.
