Within the framework of the projects for the year 2017, The South West Regional Delegate of Public Contracts, Contracting Authority, hereby launches on behalf of the Director of the National Advanced School of Public Works - Buea. Project Owner, an OPEN NATIONAL INVITATION TO TENDER (DY THE EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OF STOREY BUILDING (GF+1) TO HOST FOUR (04) CLASSROOMS, IN THE NATIONAL ADVANCED SCHOOL OF PUBLIC WORKS-BUEA, FAKO DIVISION, SOUTH WEST REGION.

The works comprise notably:

• Preparatory works and studies.
• Earthworks,
• Foundations,
• Elevation works,
• Carpentry and joinery,
• Tiling,
• Metal works,
• Wiring and Electricity,
• Plumbing and Sanitary installations,
• Painting and Surface coating
• Vrd (externat works).

As far as works are concerned, an estimated arnount of seventy million (70,000,000) CFA Fis allocated for each Lots in this contract The Public Investment Budget of the National Advanced School of Public Works - Buea part of the Fiscal Year 2017, line : 222201.

The works is in one lot

Participation in this invitation to tender is open to ail registered Camerounian enterprises, with the necessary technical, financial and legal capacities

Works which form the subject of this invitation to tender shall be financed by The Public Investment Budget of the National Advanced School of Public Works - Buea part of the Fiscal Year 2017, line : 222201

The file may be obtained from Room 01 of the Regional Delegation of Public Contracts Office Buea, as soon as this notice is published against payment of the sum of Seventy thousand (70 000) CFA francs, payable al the Buea Treasury. Upon submission, each tenderer must register his/heur complete address: post box, telephone, fax & email.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach Room 01 ofIne Regional Delegation of Public Contracts Office Buea not later than 16 AOUT 2017,  at 09 a.m. prompt local time and should carry the inscription:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subiect of this invitation to tender is Four (04) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and oi an amount of One million four hundred thousand (1 400 000) FCFA which is vakici for Ninety (90) days beyond the date of validity of bids

The bids shall be opened in a single phase     the  opening of administrative documents, thetechnical and financial bids on 16 AOUT 2017   at 10 am prompt local time by the SOUTH WEST REGIONAL TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.

Only bidders may attend or be represented by a duly mandated person

Tender evaluation will be done in three (03) stages:

• Ø 1^5t stage: Verification of the conformity of tin: administrative file

D   2^" stage: Technical appraisal of the administrative tender attested as regular.

• rd stage: Verification of the financial offer of those companies whose tender files have been previously admitted as far as technical and administrative stages are concemed.

The tenders' evaluation criteria are the folluvvin.

14.1 Eliminatory criteria

14.1.1 Administrative documents

a) Incomplete or non-compliant administrative file; (subject to the dispositions of point 1.1 of Circular n^°002/CAB/PM of 31^" January 2011 relating to the amelioration of the Public Contracts System).

b) False declaration or forged document, (the Tender Board or Contracting Authority reserves the right to verify the authenticity of any documents in doubts);

14.1.2 Technical proposai

a) False declaration or forged document or scanncd

b) Absence in the technical proposai of a colemnn incticating the organization, planning and understanding of the project.

c) A technical score less than least 70%.

14.1.3 Financial offer

a) Incomplete financial tender;

b) Omission of a quantified unit price from the price schcdulc;

c) Absence of a sub-detailed price;

cl) Absence of a financial capacity of an amount of thirty millions (30 000 000) CFA francs.

14.2 essential criteria

 Indicatively the criteria related to the qualification of candidates will be on:

The contract shall be awarded te the b;dder with the least financial offer having the technical and administrative files which are  in conformity with the tender document/file.

Bidders will remain committed to their bids for 90 deys from the deadline set for the submission of bids.
