Within the framework of the Public Investment Budget 2017, the Lord Mayor of Tombel Council, Contracting Authority, hereby launches an Open National Invitation to Tender (BY THE EMERGENCY PROCEDURE) on behalf of the Ministry of Agriculture and Rural Development, Project Owner, For the REHABILITATION OF MPAKONLOG- BEKUME ROAD IN TOMBEL
The works comprise the following:
- Site installation,
- Preparatory works
- Earth works
-Drainage works Gridding
- Back filling
COST PREVIEW .10 000 000 ten million francs CFA
The tender is open to duly Iegalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

as soon as this notice is published against payment of a non-refundable sum of 20 000 (twenty thousand francs) CFA francs payable at the Tombel Council treasury
Each bid drafted in English or French in six (06) copies and one (01) original marked as such, should reach the tender boards service of Tombel Council, against a receipt not later than al 10 am local lime in three (03) distinct envelops which shall be labelled as follows
- Envelop A. administrative documents, (Spiral bound with all pages numbered)
- Envelop B: technical offer; (Spiral bound with all pages numbered)
- Envelop C: financial offer. (Spiral bound with all pages numbered) These three (03) envelops will be put in a fourth one which shall be labelled imperativel
The maximum period provided for the execution of the works by the Authorising Officer is fixed at: one (01) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of. Deux cent mille francs (200 000) FCFA with a validity period of ninety (90) days from the date the bids are opened.
Linder penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing aufhority. in accordance with the Special Regulations of Me Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in single phaseThe opening of the administrative documents and the technical and financial offers on 02 AOUT 2017at 11o'clock by the tender board attached to the Tombel Council in the conference hall of the Tombel Council. Only bidders may attend or be duly represented by a person of their choice
MAIN ELIMINATORY CRITERIA:
Àny bid not meeting with the requ rements of the Tender File will be declared inadmissible The eliminatory criteria are ident4d as follows
• Absence of administrative documents
• False declaration or forged documents in the Tender Files.
Absence of a Bid Bond or False Bid Bond Technical Marks less than 70%
12. MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates could indicatively be the following
- Non respect of models of Tender file Yes/No
- Methodological approach and relevante of proposed solutions; Yes/No
- Planning, job description, company profile, Environmental considerations etc Yes/No
- Reterences of the bidder (experience of at least three (03) years in similar works)(attach proof) Yes/No
- Availability of the essentiel equipment. Yes/No
- Experience of key supervisory staff (at least Civil Engineering Senior Technicien with 10 years'
experience or Civil Engineer with five (05) years of experience). Yes/No
- Turnover, Financial capacity, Access to credit or other financial sources, Ten millions (10 000 000FCFA); Yes/No
- Deadline of execution. Yes/No
The non-respect of two (02) criteria out of seven (07) shail cause the elimination of the bid.
The contract shail be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shail be bound by their bids for a period of ninety (90) deys with effect from the date of opening of bids.
