\Alithin the framework of the projects for the year 2017, The South West Regional Delegate of Public Contracts hereby launches on behalf of the Mayor of LIMBE I Council an OPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OF LIMBE I COUNCIL CHAMBERS - FAKO DIVISION - SOUTH WEST REGION.
The works comprise notably:
- Preparatoq., works and studies,
- Earthworks,
- Foundations.
- Elevation works.
- Carpentrv and joinery,
- Tiling.
- Metal works.
- Electricity.
- Sanitarv installation.
- Painting.
- Vrd (externat works).
The estimated cost after preliminary studies is Three hundred and forty four million eight hundred and fifty vine thousand eight hundred and thirteen (344,859,813) ATI.
The works is in one lot
Participation in this invitation to tender is open to all registered Cameroonian enterprises. with the necessary technical, financial and legal capacities.
The works which form the subject of this invitation to tender shall be financed by FEICOM/LIMBE I COUNCIL BUDGET 2017

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Eight (08) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File. and of an amount of Six million eight hundred and ninety seven thousand one hundred and ninety six (6 897 196) FCFA which is valid for Ninety (90) days beyond the date of validity of bids.

The bids shall be opened in a single phase,.T*zlpening of administrative documents, thetechnical and financial bids on 18 AOUT 2017 at 10 am prompt local time by the
SOUTH WEST REGIONAL TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.Only bidders may attend or be represented by a duly mandated person.
Eliminatory criteria
Eliminatory criteria fix the minimum conditions to be fulfilled in order to be qualified for evaluation according to the essentiel criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They are especially:
- Forged documents in the Tender Files;
- Lack of bid bond or false bid bond:
- Absence or non-compliance of one of the administrative documents. Non respect of models of Tender file.
- A technical score of less than 70%.
- Absence of a Sub-detailed (breakdown) of price.

lndicatively, the criteria related to the qualification of candidates will be on:
-General Presentation compliance with the model bid Yes/No
-Methodological approach and relevance of proposed solutions Yes/No
- Absence of attestation of site visit signed by the Mayor of LIMBE I
council and site visit report signed on honour by the contractor. Yes / No
- References of the bidder (experience of at least three (03) similar

- Availability of material and essential equipment. Yes / No
- Experience of key supervisory staff (at least Civil Engineering with five (05) years of experience and registered in the National Order of Civil Engineers)
- Turnover, Financial capacity. Access to credit or other financial sources

- Deadline of execution. Yes / No
The non-respect of a total of at least 70/100 points shall cause the elimination of the bid.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
