Contracting Authonty, hereby launches an open National Invitation to Tender (BY THE EMERGENCY PROCEDURE)ON BEHALF OF THE REGIONAL DELEGATE OF MINEPAT SOUTH WEST REGION. DELEGATED PROJECT OWNER, FOR SUPERVISION AND TECHNICAL CONTROL OF THE EXECUTION OF REHABILITATIONWORKSOF THE EARTH ROAD STRETCH IDENAU-BOMANA-KOTTO (28 KM), IN THE SOUTH WEST REGION.
The works shall comprise technical control and monitoring with the follovving missions:
- Management of execution works;
- Scheduling and piloting of works;
- Assistance to acceptante operations
- Preparation of reports;

The estimated budget inclusive of taxes, after preliminary studies is Eleven million two hundred thousand (11 200 000) FCFA.

Participation in this invitation to tender is open to ail registered Cameroonian enterprises, with.the necessary technical, financial and legal capacities.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegate of Public Contracts for the South West - Buea, against a receipt not later than21 AOUT 2017 at 9am local time in three (03) distinct envelops which shall be labelled as follow-s.

The maximum time frame provided by the Project Owner or Delegated Contracting Authority for the execution of the services forming the subject of this invitation to tender is six (06) months, with effect from the date of notification of the notice to commence services
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recc.',gnized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of. two hundred and twenty thousand (220 000) FCFA with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection,the required administrative documents must be imperatively producedas originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) in accordance with the Special Regulations of the invitation to tender

FOR THE SUPERVISION AND TECHNICAL CONTROL OF THE EXECUTION OF THE

The bids shall be opened in a single (01) phase on the 21 AOUT 2017 ?at 10 am local time by the Tenders Board of the Contracting Authority in the Regional Delegation of Public Contracts Conference Hall, at the MINEPAT Building in the presence of the bidders or duly authorized representatives
Eliminatory criteria
They are especially:
- Absence of bid.bondor any other relevant administrative document;
- False declaration or farged document,
¨ A technical score of less than 75%,
¨ Absence of a laboratory or a contract signed with an approved laboratory
¨ Not showing proof of financial solvency (available credit line) of at least threemillion (3,500,000) FCFA;
¨ omission of a quantified unit price in the financial offer;
ii. Essentiel criteria
Technical proposais
The technical proposais shall be evaluated as per the following essentia! criteria:
- Qualification of experts and their experience in the project field (50 points);
- Technical resources and equipment to be deployed (30 points);
- References of the consulting firm (20 points).
Financial offer
Only the financial offers of tenderers pre-selected after the evaluation for compliance of the administrative documents (stage 1) and the assessrnent of the technical proposais (stage 2) shall be evaluated as per the following criteria
NM = MMc1 x 100/MS
NM = Tenderer's financiai mark, MMd= Lowest bidder's amount; MS = Tenderer's amount.
The contract will be awarded to the bidder who complied with the special regulation of the invitation to tenderandis technically aptand whose final mark calculated following the formulabelowis highest.
N = [(70 x Technical mark) + (30 x Financial mark)] / 100 N stands for the technico-financial mark
The Contractina Authority can refuse ta award the contract to a bidder whohad unsatisfactory performances (evaluation mark awarded by a monitoring commission of less than 12/20 during the past t'y° years).
The contract shall be awarded to the bidder with the best offer
Bidders will remain committed to their bids for 90 days from the deaciline set for the submission of bids.
