PRINCIPAL EVALUATION CRITERIA:
The evaluation of bids shall be based on the eliminatory criteria in the first place and the essential criteria in the second place, using the binary system of YES or NO.
13.1  Eliminatory Criteria
Evaluation of eliminatory criteria will be binary (Yes/No) and based on the following criteria:
-          Incomplete administrative file after the delay of 48 hours from the opening of the bids;
-          Absence of bid bond;
-          Presence of falsified documents in the tender file;
-          Non compliance of the content of "TECHNICAL BID" in regards with the documents required in the Special Regulations of the Invitation to Tender;
-          Non satisfaction of at leastb 70% of the essential criteria     ;
Non respect of more than three essential criteria’s
