In View of the exécution Budget FEICOM of the year 2017, the Adamaoua Régional Delegate of Public Contract hereby launches for the account of the Mayors of Nyambaka Council, an Open National Invitation to Tender in Procédure of Emergency relative to the Construction of aSchool to Complété Cycle Equipped with 180 Tables Benches, 01 Block Latrines and 01 administrative block in the public school of Dara Ewa, in the Tignère Council, Vina Division, Adamaoua Région.

The Works subjects of this contract include:
A. Construction of the class rooms, administrative block and house of compellec (shares N°1 and N'2).
- Preparatory works;
- Terracing;
- Foundations;
- Masonry armed élévation - concrète;
- Frame - cover;
- Joinery - metallic;
- Electricity;
- Plumbing;
- Painting;
- Coating;
- VRD.

The estimable cost of the opération at the end of the previous studies is of ninety-five millions eight hundred seventy one thousand eight hundred fifty (95 870 850) F CFA.

Works are in an unique share.

The participation is open to equality of conditions in ail enterprises of Cameroonian right installed in Republic of Cameroon and filling the conditions taken in the Particular Régulation of call of offers (RPAO) that makes the object of the piece N ' 03 of the présent File of call of offers

The Works object of the présent call of offers is financed by the budget of the Spécial Fund of Equipment and Intervention Inter municipalities «FEICOM»

Relative to the works of construction of a school to complete cycle  equipped with 180 tables benches, 01 block latrine and 01 administrative block in the public school of Dara Ewa in the Tignère Council, Vina Division, Adamaoua Region.

"To be opened only during the bid-opening session"

The maximum exécution deadline provided for the Project Owner for the exécution of the works subject of this tender shall be to Four (04) months.

Each bidder must include in his administrative documents, a bid bond issued by a first ratebank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of a million nine hundred seventeen thousand four hundred (1 917 400) CFA francs and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Spécial Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase.
The opening of the adminirtrative documents and the technical and financial offers shall take place on 30 AOUT 2017 at 11 am local time by the Régional Tenders Board attached to the Adamaoua Regional Delegate of Public Contracts, in the Conférence Room of the Adamaoua Régional Délégation of Public Contracts, located in Tongo Galdima area, Troua Malla crossroad, road to the railway station Tel: 222 25 11 79.

Only bidders may attend or be duly represented by a person of their choice.

Eliminatory criteria
The eliminatory criterias are the next one:
1. absence of a piece administrative or false déclaration or then falsified piece or scanned;
2. non performance or abandonment of a market during the three (03) last years by the fact of the enterprise;
3. Not to have justified a reallzation in the building during the two (02) last years, (justifying pièces: copy of the first page and the last page of the contract and temporary receipt PV);
4. absence of an unit price quantified or the description of an unit price proposed no compilant to the spécifications of the CCTP;
5. absence of one under - détail of the unit prices;
6. note technique lower to 10/13 yes.

At the risk of dismissal, the guaranty of submissiveness and the attestation of banking domiciliation of the tenderer must be produced imperatively in original, the other pièces in original or in copies certified compilant, These administrative justifications must date less three (03) month and to be compliant to the models.

Essential criteria
The relative criterias to the qualification of the candidates wilL carry to indicative title on:
1 ) A déclaration on the tenderer's honor, signed and dated certifying the visit of the site and according to the model joins in appendix;
2) a déclaration on the honor of the tenderers, by which they attest that not only they didn't abandon a market during the three (03) last years, but also, that they don't represent on the list of the faltering enterprises annually established by the Public Market Minister;
3) business number of the two (02) last years;
4) banking solvency attestation superior or equal in 50 million F CFAS;
5) references oflhe enterprise in the simiLar realizations;
6) Personal of technical framing on the yard;
7) essential materials (Truck skip, vibrant Needle, Kids tooling of yard and Vehicle of link and Other materials);
8) Technical proposition: Existence of a methodology (Organization chart of the enterprise, Organization and methodology of exécution of works; Planning of exécution of Works, Plans of the project, Arrangement planned for the protection of the environment, hygiene and the security of the yard);
9) proofs of acceptance of the conditions of the market.

PS: Only the tenderers havins gotten 10/13 of yes ta the technical assessment will be admitted ta the financial analysis.

The Contracting Authority will assign the market to the tenderer whose offer has been recognized compliant for the main thing to the File of offer call and that arranges some requisite technical and financial capacities to execute the Market in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
