Within the frame work of the 2017 budget of the LOCAL GOVERNMENT TRAINING CENTRE (CEFAM) BUEA, the Director of the Institution hereby launches an open national invitation to tender for interested bidders to supply computers to CEFAM -Buea.M/TB/2017

The nature of the services involves the supply of the computers as specified in the Technical Specifications.

The estimated cost of the operation aller preliminary studies is fixed at ten million (10.000.000)

The tender is opened to all duly accredited enterprises which deal in such equipment and are based in Cameroon and fulfill the requirements of this invitation to tender.

The supplies of the above computers shall be funded by the CEFAM 2017 budget, head 222 000.

Bidders may collect complete tender documents from the PRIVATE SECRETARIAT OF THE DIRECTOR OF CEFAM, P.O Box 10008, Tel 233322044, Fax 233322045 Buea, during working hours from Mondays to Fridays upon the payment of a non-refundable sum of twenty thousand (20.000) FCFA for the tender into the ARMP special account No 335988 in BICEC.

The maximum timeframe provided for the delivery of the supply forming the subject of this invitation to tender is fixed at thirty (30) Days.

apprbved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 11 of the tender file, of an amount of two hundred thousand (200,000) FCFA valid for thirty (30) days beyond the date of validity of bids.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall flot be accepted.

Any bid flot in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in chege of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal

Bids shall be opened in a single phase in the conference hall of CEFAM Buea by the competent Tenders Board. The opening of the administrative, technicai, and financial documents will take place on Monday the 25/08/2017 at 11.00 am local time, in the presence of the bidders or their duly mandated representatives with a sound knowledge of the file.

5-      Absence of prospectus and pictures of computers and back up proposed by the contractor from manufacturer,

6-      Essential criteria score less than (<) 80%.

13. MAIN QUALIFICATION CRITERIA:

The non-respect of 80% of the above criteria shall cause the elimination of the bid.

The contract shall be awarded to the bidder with the lowest financial offer, havin_g qualifiedadministratively and technically and also with computer proposed havin_g the best specifications  and proof of reliability.

Bidders shall be bound by their bids/offers for a period of 90 (ninety) days with effect from the date_eof openin_g of bids.
