Within the framework of the execution of the 2017 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Donga-Mantung Division hereby launches under NORMAL PROCEDURE an Open National Invitation To Tender for the CONSTRUCTION OF THREE (03) BOREHOLES EQUIPPED WITH A HAND PUMP EACH AT MBIKOP, YAMBA AND KUNGONG IN NKAMBE CENTRAL SUB-DIVISION, DONGA-MANTUNG DIVISION, NORTH WEST REGION

The works subject to this Invitation to Tender shall be the CONSTRUCTION OF THREE (03) BOREHOLES EQUIPPED WITH A HAND PUMP EACH AT MBIKOP, YAMBA AND KUNGONG IN NKAMBE CENTRAL Sub Division, Donga-Mantung Division. The volume of works to be executed is indicated in the bill of quantities, network maps and/or plans provided for each part of the project. The various works to be executed shall conform to the relevant terms of the technical specifications given here in the tender file.

The.estimated cost following preliminary studies is Twenty Four Million Eight Hundred and Sixty Two Thousand One Hundred Francs (24 862 100) fcfa

The works are In one (1) lot: THE CONSTRUCTION OF THREE (03) BOREHOLES EQUIPPED WITH A HAND PUMP EACH AT MBIKOP, YAMBA AND KUNGONG IN NKAMBE CENTRAL SUB-DIVISION, DONGA MANTUNG DIVISION, NORTH WEST REGION.

Participation in this invitation to tender is open to competent Cameroonian enterprises that are in compliance with the fiscal laws. However, at the time (date) of publication of this tender, no contractor with any record of over-due and/or abandoned projects in the Republic without any valid justification shall be allowed to tender.

The works are in one (1) lot: THE CONSTRUCTION OF THREE (03) BOREHOLES EQUIPPED WITH A HAND PUMP EACH AT MBIKOP, YAMBA AND KUNGONG IN NKAMBE CENTRAL SUB-DIVISION, DONGAMANTUNG DIVISION, NORTH WEST REGION.

The tender documents may be consulted and obtained immediately after publication of this invitation to tender from the service of the contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of public contracts DONGA MANTUNG DIVISION at Binju in Nkambe

The file may be obtained from the the Divisional Delegation of public contracts DONGA MANTUNG DIVISION (Telephone N°: (237) 677412886/677658494) as soon as this notice is published against a payment receipt of non refundable sum of forty thousand  (40,000Fcfa), payable at any Public Treasury.

Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented inSeven (7) copies, that is one (01) original and six (06) copies labelled as such. These shall be submitted in one sealed external envelope containing three (3) internal envelopes, that is, Envelope A: Administrative Documents. Envelope B: Technical file and Envelope C: Financial file. The sealed pack shall bear no information about the company and shall reach the Divisional Delegation of Public Contracts for Donga-Mantung, Divisional Service in charge of the award of contracts not later than the 28th of September 2017 at 10:00 a.m. prompt local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed external envelope shall bear the following inscriptions;

(To be opened only during bids opening session)

The maximum deadline for the execution provided for by the Contracting Authority shall be three months (90 calendar days) with effecst from date of notification of the Service Order to start execution

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance, the list of which is found in document, N° 12 of this Tender file, in the amount of Four Hundred and Eighty thousand (480 000) francs CFA, and valid thirty (30) days beyond the date of validity of bids

Subject to being rejected, documents in the administrative file must include only
originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared Inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to the rejection of the bid

The bids shall be opened in a single in the conference hall of the Divisional Delegation of Public contracts Donga-Mantung, on the 28th of September 2017 at 11:00 am. Only bidders or their authorized representatives, having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected

 Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. ELIMINATORY CRITERIA
1. -Absence or non-conformity of a document in the administrative file;
2. -Deadline for delivery higher than prescribed;
3. -False declaration or falsified documents;
4. -Absence or insufficient bid bond;
5. -A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. -Incomplete financial file;
7. -Omission of a unit price;
8. -Technical score of less than 80% in the essential criteria;
9..- Bidders with any record of over due and/or abandoned projects in the Republic without any valid justification at
the time (date) of publication of this tender. .
lO.-Absence of proof of ownership or hiring of a Motorized Drilling Rig or Its equivalence.
8. ESSENTIAL CRITERIA
1- General presentation of the bids;
2- Financial capacity to pre-finance.
3- References of the company in similar domains;

4- Quality of the personnel;
5- Technical organization of works:(Schedule of execution)
6- Attestation and report of site visit;
7- Logistics;
8- Special Technical Clauses initialed on all the pages and signed on the last page;
9- Special Administrative Clauses completed and initialed on all the pages and signed on the last page.
10.-Site selection report bearing three (03) GPS coordinates for each borehole.

This evaluation shall be done using the binary method of either (YES) or (NO)
with an acceptable minimum technical score of at least 80% in the essential criteria taken into account. The contract shall be awarded to the bidder who would have proposed the bid with the lowest amount, in conformity within the regulations of the Tender Documents and having satisfied a 100% score in the eliminatory criteria and at least 80% score in the essential criteria.

Bidders shall remain committed to their offers for a period of ninety (90) days from the last date of submission of tenders, that is, the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.

 AMENDMENT TO THE INVITATION TO TENDER: The Delegated Contracting Authority reserves the right, if need be, to subsequently amend this invitation to tender in comformity with the Public Contracts Code.
