The estirnated cost of the operation at the end of preliminary studies is 25 000 000 FCFA .

The services requested following this invitation to tender will be financed by the operations budget of CAA for the budgetary years 2016 with the budgetary line allocated for "SCHÉMA DIRECTEUR INFORMATIQUE - OTHERS".
The tender documents can be consulted during business hours at the the Administrative Affairs and Budgetary Services (SAB) of CAA, situated on the 15th floor of the SNI building in Yaoundé, phone number 222.22.22.26, following the publication of the present tender issue call.

Each tender should be written in French or English, in seven (07) copies of which one (1) original copy and six (06) photocopies. The documents should be submitted at the Autonornous Sinking Fund located on the 15th floor of the SNI building in Yaoundé no later than 0 8 SEPT 2016 at 2pm, local time, in a closed envelope.
After this deadline, no documents shall be accepted. Alter submission, no tender can be modified or withdrawn. Every tender should have the following inscribed in it:

The execution period requested by the project manager for the fulfillrnent of services requested in the current cail for tender is 3 months.
Under the penalty of rejection, each tender should attach to his administrative documents, a tender security deposit, established by a prime bank accredited by the Ministry of Finances and whose name is listed in piece 11 of the DAO, for 500 000 ( Five hundred thousands ) CFA, valid for Thirty (30) days beyond the original date set for the validity of tenders.
Under the penalty of rejection, the administrative documents required in the RPAO must be produced in original versions or in true copies certified by the issuer in accordance with the specific rules of the call for tender.
They should be dated not more than three (03) months preceding the date of submission of offers or established after the date on which the call for tender was signed.
Every tender not in conformity with the prescriptions of the current call for tender and the tender documents will not be accepted. The absence of the tender's security deposit by a prime bank accredited by the Ministry of Finances or the non respect of the templates specified in the tender documents will result in the rejection of the tender.
The opening of bids shaLl be done in two (02) sessions. The first phase involves the opening of administrative and technical parts of bids by the Internai Tender Procurement Commission of CAA (CIPM-CAA) in the conference room on the 15th floor of the SNI building, on 08 SEPT 2016 at 3pm, local time,in the presence of bidders (optimal) or their mandated representatives who have a perfect knowledge of the documents.
The second phase, namely the opening of financial offers will be held at a later date

Only bidders who have obtained at least 80% of minimum technical score points on all essential criteria will be technically qualified and admitted for financial analysis.
The consultant will be selected using the selection method `Based on Quality and Cost'. The global score (N) shall be calculated using a weighted combination of technical and financial scores using the following formula:
The respective weights attributed to technical (T) and financial (P) propositions are: T= 70% and P= 30%
The formula used to determine financial scores shall be the following:
Sf = 100 x Fm / F, (Sf being the financial score, Fm the least priced bid and F the price of the proposition under consideration)
The overall score (N) will be determined as :
N = St x 70% Sf x 30% ((Sf) = Financial score and (St) = Technical scores).
The tenderer with the highest overall score will attibutaire market.
Bidders remain contractually obligated by their offers for ninety (90) days starting from the deadline for the submission of tenders.
