Delegate of Public Contracts hereby launches anOPEN NATIONAL INVITATION TO
TENDER (BY THE EMERGENCY PROCEDURE) FOR THEEXECUTION OF
REHABILITATION WORKS ON THE EARTH ROAD STRETCH: MAMFE - ESHOBI (10KM) IN
MANYU DIVISION, SOUTH WEST REGION.

The works comprise notably:

• Installations (work site and heavy duty equipment).
• Cleaning and earthworks;

Clearing of vegetation;

Stripping of topsoil (organic soil):

Ordinary earth cutting and deposit:

Fill with grave! laterite from borrow pit:

Reshaping;

Cieaning and reshaping of existing earth ditches and drainage outlets:

Creation of ditches and drainage outlets;

• Drainage;

- Cleaning out of metallic culverts (0 1,5m) et and box cuiverts (H 5 1,5m). - Supply and laying of metallic culverts (diameter 800 and 1000mm);

- Construction of masonry culvert heads;

• Miscellaneous (construction and management of raie gate) Further details are provided in the technical specifications and the estimate details.

The estimated budget inclusive of taxes after preliminary studies is One hundred and thirty five million (135,000,000) FCFA.

Participation in this invitation to tender is open to all registered Cameroonian enterprises operating under Cameroon's law dealing in building and public works and with the necessary technical, financial and legal capacities

The maximum time trame provided by the Delegated Project Owner for the execution of the works forming the subject of this invitation to tender is five (05) months with effect from the date of notification of the notice to commence works.

Each bidder must include in his administrative documents, a bid bond issued by a first-ratebanking establishment approved by the Ministry in charge of finance and whose list is found in document No .12 of the Tender File, and -of- an_amount of Two         seven-hundredthousand (2 700 000) FCFA vhich is valid for ninety90) Clays beyond the date of validity  of bids.

The bids shah be opened in a single phase. The opening of administrative documents and the technical and financial bids    on 28 SEPT 2017  at 10 am prompt local time by the SOUTH WEST REGIONAL

TENDERS BOARD situated at the Conference Hall of the Regional Delegation of MINMAP, in the MINEPAT Building.

Only bidders may attend or be represented by a duly mandated person.

• Absence of _bid bond or any other re[evant administrative document;

¨       A technical score of lesà than 75%,

¨       Absence of a project supervisor with the relevant qualification;

¨       Not showing proof of possession or hiring of minimum number of following

equipment:

One (1) hydraulic excavator;

One (1) motor grader;

One (1) bulldozer;

One (1) front end loader;

One (1) compactor;

One (1) dump truck;

¨       Non-respect of 3 essentiel criteria;

¨       omission of a quantified unit price in the financial offer;

The main qualification criteria shall concern:

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose offer was evaluated as the Iowest by including, where necessary, proposed rebattis

Bidders will remain committed te their bids for 90 days from the deadline set for the submission of bids.
