Within the framework of implementing the activities related to Year 2 (2017) of the State/SOWEDA 'Contrat Plan' the General Manager of SOWEDA hereby launches an open National Invitation to Tender for the supply of maintenance tools, office furniture and agricultural & office equipment under the Technical Restructuring Axis of the 'Contrat Plan'

The services related to this contract shah comprise the supply of maintenance tools for the Administrative Garage in Buea, office furniture for the Documentation and Archives Centre in Buea and agricultural & office equipment for the Seed Multiplication Centre in Ekona.

The estimated cost of this tender is FCFA 51,000,000 broken down as follows:

• Lot 1 — FCFA 15,000,000 (Fifteen Million).
• Lot 2 — FCFA 20,000,000 (Twenty Million).
• Lot 3 — FCFA 16,000,000 (Sixteen Million).

The supplies that are subject of this tender shah be in 03 (Three) Lots as follows:

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are experienced in the supply of maintenance tools, office furniture and agricultural & office equipment and which fulfill the requirements of this invitation to tender

The supplies which are subject of this invitation to tender shah be financed as follows:

• Lot 1 — Contrat Plan Etat/SOWEDA: Line MINFI Chapitre 93/2017
• Lot 2 — Contrat Plan Etat /SOWEDA: Line BIP/MINADER 2017.
• Lot 3 - Contrat Plan Etat /SOWEDA: Line MINFI Chapitre 93/2017

The tender file tnay be obtained from the same address above, as soon as this notice is published against payment of the sum of 60,000 (sixty thousand) francs CFA, payable into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later than 11/10/2017 at 10.00 a.m. local time and labelled as follows:

1.         Delivery Deadline

The deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (Two) months for each Lot

Each bidder must include in their administrative documents a bid bond issued by a first rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting as follows:

• Lot 1 — FCFA 300,000 (three hundred thousand francs)
• Lot 2 — FCFA 400,000 (four hundred thousand francs)
• Lot 3 — FCFA 320,000 (three hundred and twenty thousand francs)

Any document poorly drawn up, not bound as per Article 24 of the Public Contracts Code or not produced in
seven (7) copies shah be rejected,

The bids shah be opened in a single phase on 11/10/2017 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.

14.2: Essential Criteria

The following binary mode of evaluation shah be used:

The contract shah be awarded to the bidder whose administrative bid shah be up-to-date, technical bid judged satisfactory and who shah be the least bidder

Bidders shah! be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
