Within the framework of the Public lnvestment Budget 2017, the Government Delegate to
the Kumba City Council South West Region, Contracting Authority, hereby launches an Open National Invitation to Tender (BY THE EMERGENCY PROCEDURE) Project Owner, FOR THE REHABILITATION OF SOME STREETS IN THE KUMBA CITY COUNCIL MUNICIPALITY, MEME DIVISION, SOUTH WEST REGION as follows:
The works comprise the following: Site installation;
Mobilization of equipment;
- Trimming of trees;
Road profiling and shape skie drains and, offshoot;
- Cleaning of box culvert;
- Filling and compacting;
Sub-base course with mix seawall or good laterite;
- Base course with crush stone (0/31,5);
- Binding course;
- Surface course in BB;
- Construction concrete culverts 01000;
- Construction of culvert heads 01000;
- Construction of reinforced concrete gutters 50 x 75cm.

The complete tender file may be obtained from the Secretariat of the Government Delegate to the Kumba City Council upon presentation of a Municipal treasury receipt attesting to the payment of a non-refundable sum of : Lot 1, One Hundred and fifty Thousand (150 000) FCFA , Lot 2 One Hundred Thousand (100 000) FCFA
Each bid drafted in English or French in six (06) copies including one (01) original and five (05) copies marked as such, should reach the Secretariat of the Govemment Delegate to the Kumba City Council , against a receipt not later than 29/09/2017 at 11.0am local time in three (03) distinct envelops which shall be labelled as follows.
- Envelop A: administrative documents;
- Envelop B: technical offer;
- Envelop C. financial offer.
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:
The maximum period provided for the execution of the works by the Authorising Officer is fixed at: Four (04) months.

FOR THE REHABILITATION OF SOME STREETS IN THE KUMBA CITY COUNCIL
MUNICIPALITY, MEME DIVISION, SOUTH WEST REGION "To be opened only during the bid opening session
- The bids shall be opened in a single (01) phase on the 29/09/2017 at 12.00 Noon local time by the Tender Board of the Contracting Authority in the Kumba City Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:
- Forged documents in the Tender Files;
- History of bad execution of similar work or on-going legal suit with Government;
- Lack of bid bond or false bid bond.
- Absence of attestation of site visit signed by the Director of Technical Service, Kumba
City Council
- Non respect of models of Tender file;
12. MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates could indicatively be the following:
- References of the bidder (experience of at least three (03) years in similar works)(attach proof)YES/NO
- Availability of the essential equipment YES/NO
- Owner of the essential equipment proposed YES/NO
- Experience of key supervisory staff (at least Civil Engineering Senior Technician with 10 years experience or Civil Engineer with five (05) years of experience).
Turnover, YES/NO
- References of the bidder (experience of at least three (03) years in similar works)(attach proof)
- Availability of the essential equipment YES/NO
- Owner of the essential equipment proposed YES/NO
- Experience of key supervisory staff (at least Civil Engineering Senior Technician with 10 years experience or Civil Engineer with five (05) years of experience).
Turnover, YES/NO
The non-respect of two (02) criteria out of eight (07) shall cause the elimination of the bid.
- Financial capacity, Access to credit or other financial sources, fifty millions (50 000 000 FCFA);
The contract shah be awarded to the bidder with the lowest realistic financial offer having the technical and administrative files which are in conformity with the tender document/file.
NB: A bidder can tender for the two (02) lots and wind.
Bidders shah be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
