The estimated budget inclusive of taxes, after preliminary studies is: Lot 1 Thirty six million (36 000 000) FCFA, Lot 2 Sixteen million (16 000 000) FCFA

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

The complete tender file may be obtained from the Secretariat of the Government Delegate to the Kumba City Council upon presentation of a Municipal treasury receipt attesting the payment of a non-refundable sum of : Seventy thousand ( 70 000 ) FCFA for Lot 1 , thirty Thousand (30 000) FCFA for Lot 2.
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Government Delegate to the Kumba City Council against a receipt not later thon 29/09/2017 at 11am , local time in three (03) distinct envelops which shall be labelled as follows:
- Envelop A: Administrative documents;
- Envelop B: Technical offer;
Envelop C: Financial offer.
These three (03) envelopes will be put in a fourth one which shall be labelled imperatively as follows:
The maximum time frame provided by the Project Owner or Delegated Contracting Authority for the execution of the services forming the subject of this invitation to tender is five (05) months, with effect from the date of notification of the notice to commence services.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: Seven hundred and twenty thousand (720 000) FCFA for Lot 1 Three hundred and twenty thousand (320 000) FCFA for Lot 2 with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established alter the signature of the tender notice
Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in a single (01) phase on the 29/09/2017 at 12 noon local time by the Tenders Board of the Contracting Authority in the City Council Conference Hall, at the in the presence of the bidders or duly authorized representatives
They are especially:
¨ Absence of bid bond or any other relevant administrative document;
¨ False declaration or forged document,
¨ A technical score of less thon 75%,
¨ Not showing proof of financial solvency (available credit Une) of at least ten million (10,000,000) FCFA;
¨ omission of a quantified unit price in the financial offer;
ii. Essential criteria
Technical proposais
The technical proposais shall be evaluated as per the following essential criteria:

Only the financial offers of tenderers pre-selected after the evaluation for compliance of the
administrative documents (stage 1) and the assessment of the technical proposais (stage 2) shall
be evaluated as per the following criteria: NM = MMd x 100/MS
NM = Tenderer's financial mark; MMd= Lowest bidder's amount; MS = Tenderer's amount.
The contract will be awarded to the bidder who complied with the special regulation of the invitation to tender and is technically apt and whose final mark calculated following the formula below is highest:
N = [(70 x Technical mark) + (30 x Financial mark)] 1100 N stands for the technico-financial mark
The Contracting Authority can refuse to award the contract to a bidder who had unsatisfactory performances (evaluation mark awarded by a monitoring commission of less than 12/20 during the past two years).
The contract shall be awarded to the bidder with the best offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
