Within the framework of the projects for the year 2017, The South West Regional Delegate of Public Contracts hereby launches anOPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE)on behalf of' THE MAYOR OF MUNDEMBA COUNCIL, Project Owner FOR THE CONSTRUCTION OF MUNDEMBA COUNCIL CHAMBERS IN NDIAN DIVISION.

The work to be realized include:

7 The site installation and folding up or the site (transport on the construction site of all materials, equipment, materials and tools necessary for the execution of works, construction of office, base for accommodation and all the necessary louktics, staff working on the site, etc.), fence, security, implementation of works;

- The major works (excavation, earthworks, foundations, reinforced concrete, masonry, screed and plaster, carpentry, roofing and waterproofing, external works etc.) including all constraints included;

_ The finishing works (carpentry and wood works for windows, doors and door frames, baseboards and ceiling, seals, metal carpentry for security grilles and doors windows, fences, frames of the doors and glazing, electricity and lieitinOE, plumbing and sanitation, flooring and walls, paint, etc.) including ail constraints.

The estimated cost after preliminary studios is two hundred and ninety one million nine hundred thousand eight hundred and fifty nine (291 900 859) FCFA.

The works for this project are in one lot.

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

Works which form the subject of this invitation to tender shah! be funded by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM) and MUNDEMBA Council 2017.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach room lof the Regional Delegation of Public Contracts

Office Buea not later than  1 1 OCT 2017  at 09 a.m. local time and should carry the inscription:

-           Envelop A: administrative documents;

-           Envelop B: technical offer;

-             Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shah be labelled imperatively as follows:

The bidder shall propose a deadline for execution of the work. The deadline shall serve as an evaluation criterion and shall not exceed eight (08) months as from the date of notification of the service order to start executing the work.

Bank Commission of Central Africa (COBAC) and whose list is found in document No. ( of the Tender File,and of an amount for the total projectof FIVE MILLION EIGHT HUNDRED THOUSAND (5 800 000) FCFA which isvalid for Ninety (90) days beyond the date of validity of bidspursuant to the provisions of decree No. 2004/275 of 29/09/2004 to lay down the Public Contracts Code. Certified cheques shah not be açcepted.

ii.        Essentiel criteria

Evaluation shah be carried out on the bnc-is cf ore-defined criteria to which yes or no shall be allocated in a manner to attain  the total sore of 100% yes,

The contrat shall be awarded to the bidder with the least financial offer  having the technical and administrative files which are  in conformity with the tender document/file.

Bidder will remain committed to their bids for 90 days from the deadine set for the submission of bids.
