The bids shah be opened in a single (01) phase on the 10/03 /2022 at 11.00am local time by the Tender Board of the Kumba IIICouncil in the conference hall, in
presence of the bidders or duly authortzed represematives having full knowledge of the file (power of attorney).
There are two types of evaluation criteria: eliminatory criteria and essential criteria. The aim of this criterion is to identify and reject incomplete bids or bids not in conformity with the essential conditions laid down in the Tender File.
- 13. A/Eliminatory Criteria.
This fixes the minimum condition to be fulfilled and to be admitted for evaluation according to the essential criteria. The non respect of these conditions leads to the rejection of the bid made by the bidder. They refer especially to:
- Absence of a bid bond
- Deadline for delivery higher than prescribed,
- False declaration or falsified documents,
- Incomplete financial file
- · -1-\\ o bids with same personnel
- Technical assessment mark lower than 80% of "Yes"
- A bid with the extemal envelope carrying a sign or mark leading to the
identification of the bidder.
B/ Essential Criteria.
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation ta tender. The criteria relating to the qualification of candidates are based on the folIONN ing;
- General presentation of the tender file,
- References of the company in the similar achievements,
- Experience of supervisory staff,
- Logistics (equipment),
- Methodology,
- Financial capacity,
- The Special Administrative clauses (SAC), each page should be initialled and the last page signed and stamped.
- The Special Technical Clauses (STC). Each page should be initialled and the last page signed and stamped.
- Pre-financing capacity not less than 75% of the amount required in the offer.
The essential criteria are subjected to minima whose detail is given in the Special Regulation of the Invitation to tender (RPAO).
C/Main qualification Criteria.
The criteria relating to the qualification of candidates could be indicative in the following:

The e\ aluation will be done in a purely binary method with a (yes) or a (no) ith an acceptable minimum of 80% of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulatidns of the Tender documents and having satisfied to 100% of the eliminatory criteria and at least 80% of the essential criteria.
The contract shah be awarded to the bidder with th; lowest realistic financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shah be bound by their bids for a period of ninety (60) days with effect from the date of opening of bids
