Within the framework of the 2022 Public Investment Budget, the Mayor of the Kumba III Council hereby launches a Request for Quotation by Emergency Procedure, FOR
EQUIPMENT SUPPLY OF [HOSPITAL BEDS, DELIVERY BEDS, and REFRIGERATORS etc.] TO IHC BAROMBI WITHIN KUMBA III COUNCIL AREA KUMBA III SUBDIVISION, S.W.R.
The supplies comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications
The estimated costs of the supplies alter preliminary studies is: 8,000,000 FCFA
Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this request for quotation.
Services which form the subject of this request for quotation shall be funded by the Public Investment Budget of the 2020 financial year. Budget head No: ------------

Interested eligible bidders may obtain further information during working hours as from the date of publication of this request for quotation, at the Kumba III Council, as soon as this notice is published
The file may be obtained from the Kumba III Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of non-refundable fees of: 20,000 FCFA, payable at the Council Treasury.

The maximum period provided for the execution of the works by the Authorising Officer is fixed at: forty five (45) days.
Each bidder must include in his/her administratiVe documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of 160,000 FCFA

"To be opened only during the Bid - opening session
The bids shall be opened in a single (01) phase on the 10/03/ /2022 at 10.00am local time by the Tender Board of the Kumba III Council in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
There are two types of evaluation criteria: eliminatory criteria and essential criteria. The aim of this criterion is to identify and reject incomplete bids or bids not in conformity with the essential conditions laid down in the Tender File.
- 12. A/Eliminatory Criteria.
This fixes the minimum condition to be fulfilled and to be admitted for evaluation according to the essential criteria. The non respect of these conditions leads to the rejection of the bid made by the bidder. They refer especially to:
- Absence of a bid bond
- Deadline for delivery higher than prescribed,
- False declaration or falsified documents,
- Incomplete financial file
- Two bids with same personnel
- Technical assessment mark lower than 80% of "Yes"
- A bid with the external envelope carrying a sign or mark leading to the
identification of the bidder.
B/ Essential Criteria.
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. The criteria relating to the qualification of candidates are based on the following;
- General presentation of the tender file,
- References of the company in the similar achievements,
Experience of supervisory staff
The contract shah! be awarded to the bidder with the lowest realistic financial offer having the technical and administrative files which are in conformity with the tender document/file
