Within the framework of road maintenance in the City, the Government Delegate to the Bamenda City Council. Contracting Authority hereby launches under the emergency procedure an RESTRICTED NATIONAL INVITATION TO TENDER N°008/ONIT/BCCITB/17 of 20th September 2017 forthe selection of a consultant (firm) to control and supervise the biannual works of tarring of the road Cow Boy Junction - Former CUB under the emergency procedure

In general, the firm selected shall carry out supervision and control of the construction works. The services include notably,
• Step by step control before, during and afterall the construction operations;
• Verification to ensure respect for specified standards of materials to be used;
• Quality control of materials and equipment to be put in place;
• Verification to ensure the respect of quality of labour to be used;

The estimated cost after preliminary studies istwenty-four million six hundred and thirty-seven thousand (60,000,000) francs CFA inclusive of all taxes.

The services are regrouped in a unique lot.

Participation in this invitation to tender is restricted to the national consulting firms specialized in the control andsupervision ofpaved road construction and maintenance works listed below.

Serviceswhich form the subject ofthis invitation to tender shall be funded bythe 2017 Public Investment Budget of Ministry of Housing and Urban Development.

Each bid drafted in English or French in five (5) copies including the original and six (6) copies marked as such should reach Bamenda City Council, Department of Technical Services, Service of Public Contracts, Tel: 33 36 12 67, not later than 10 October 2017 at 12 noon and should carry the 11 October 2017 at 12 noon and should carry the inscription.

The maximum deadline provided by the Contracting Authority for the execution of the services forming the subject of this invitation to tender is five (5) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance andwhose list isfound in document No. 12 of the Tender File, of on amount of one million two hundred thousand (1,200,000) Francs CFA and valid for thirty (30) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer. Divisional Officers) must imperatively be produced in accordancewith the Special Regulations ofthe invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissibie. This refers especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance

The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

The opening of administrative documents and the technical bids on 10th October 2017 at 1pm local time by the Bamenda City Council Internal Tenders Board situated at the Bamenda City Council library behind the Grand Stand. '

Only bidders may attend or be represented by a duly mandated person.

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of seventy percent (70%)

14.1. Eliminatory criteria

• Incomplete or non-compliant administrative and/or technical file documents;
• False declaration or forged documents;
• Omission in the price list ofa quantified item;
• Duration ofwork given by the bidder more than that fixed in thetender.
• Absence of Special Administrative Clauses (CCAP) initialled in all its pages;
  

14.2. Essentlai criteria
The following essential criteria shall be evaluated in abinary manner (satisfactory or not) and will not include

• Financial situation;
• Personnel; References;
• Equipment;
• Methodology/planning.

The consultant will be chosen by method of quality-price ratio, in conformity with the procedure given in the present Tender File

The contract will be attributed to the Consultant whose offer having been evaluated the lowest, that is to say the -offer having had the best technico-financial mark and judged in conformity with the tender document, within the available funds.

Bidders will remain committed to their bids for a period of ninety (90) days with effect from the bid submission deadline.
