Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority within the last three months or In course of validity, according to the listing provided for in the special regulations of the tender, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and the file shall be rejected. Notably, the absence of the of the provisional guarantee issued by a well-established bank approved by the Ministry in charge of Finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid.
Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on the 16/10/2017 at 11.00 am local time by the Upper Plateau Tender's Board in the presence of the bidders or their duly authorized representatives having full knowledge of the file.
The aim of these criteria is to identify and reject Incomplete offers not in conformity with the essential conditions laid down in the tender file relating especially to admissibility of administrative documents, the conformity of the technical offer to the Terms of reference of the tender file and the qualification of candidates.
1. Eliminatory criteria
• Non-execution of a previous contract as stipulated in the circular letter N° 004/LC/MINMAP/CAB of 25 January 2017 in attached document;
• Absence of one Administrative document;
• False statement or falsified documents;
• Bidder who obtained less than 70% of "yes" to all qualifying criteria;
• Omission of quantified Price and sub-details Price.
NB: A Request even though certified for obtain an administrative cannot replace document its main that the document is absent.
2. Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
> General presentation of the tender;
> Experience of the bidder on the similar realizations;
> Personnel;
> Visit of the site signed by the bidder together with a site visit report;
> Methodology of execution of the said works;
> Equipment;
> Financial offer.
The bidder with the lowest evaluated financial bid and completing ail technical capabilities required resulting of criteria considered essential and qualifying DAO bid will be awarded the contract, none of the bidder shall be awarded more than one lot.
Bidders will remain committed to their offers for ninety (90) days from the deadline for submission of tenders. Tenderers are bound by their tenders
