1.Objet New(Additif)
  1. 1.            Subject of the Invitation to Tender:

Within the framework of upgrading the functioning of our factories and following studies carried our by the technical department, the General Manager of PAMOL Plantations Plc hereby launches an Open National Invitation to Tender in emergency procedure for the supply of Mill Spares.

 

2.Consistance des prestations New(Additif)

The services of this contract comprise notably: supply of equipment, transportation, handling, setting up and acceptance, as specified in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is:

Lot 1: 129,000,000 Frs.

Lot 2: 119,000,000 Frs

 

4.Allotissement New(Additif)

The supply is defined as follows:

Lot 1: Supply of Clarification section Spares

Lot 2: Supply of Press section Spares

 

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to enterprises with experience in the supply of these materials

6.Financement New(Additif)

The Supplies which form the subject of this invitation to tender shall be financed by PAMOL Budget 2017, Budget Heads No. 135, 137,and 148

7.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Contract Service of PAMOL plantations, Lobe as soon as this notice is published

8.Acquisition du Dossier New(Additif)

The Tender file can be obtained from the contract service PAMOL upon the payment of a non-refundable sum of 150,000(one Hundred and fifty thousand) CFA francs, payable at BICEC (ARMP special account No 335 988 00001-89 with BICEC).

9.Remises des offres New(Additif)

 

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Contract Service of PAMOL not later than 31/10/2017 at 12:00 noon local time, and should carry the inscription:

10.Delai de Livraison New(Additif)

 

The maximum deadline provided for the delivery of the supplies forming the subject of this invitation to tender is 6 months.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of:

Lot 1:2,600,000 CFA francs

Lot 2: 2,400,000 CFA francs.

13.Ouverture des Plis New(Additif)

The bids shall be opened in a single phase.

The opening of administrative documents and the technical and financial bids on 31/10/2017 at 1:pm, local time by the Tenders Board of PAMOL in the Conference hall at PAMOL Head Office situated at Lobe

14.Critères d'évaluation New(Additif)

14.1      Eliminatory criteria

Bids shall be rejected in case of:

 

v  Incomplete or non-conformity of administrative documents,

v  Incomplete Technical and Financial Offers,

v  Non-conformity of Technical Specifications,

v  Non-possession of dealership agreement,

v  Absence of a quantified unit price

v  Presence of a falsified document,

v  Absence of at least four out of the five essential criteria

 

 

 

14.2    Essential criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

15.Attribution New(Additif)

Any bidder with a complete Administrative offer, who meets up with the technical specifications in accordance with the Tender file and with the lowest financial offer shall be awarded the contract

16.Durée Validité des Offres New(Additif)

 

Bidders will remain committed to their offers for Ninety (90) days from the deadline set for the submission of bids.
