Within the framework of ensuring security services in its installations, the Director General of SOWEDA intends to acquire the services of a private security guards service provider for the 2017 financial year. This open tender is launched in conformity with the provisions of Circular 003/CAB/PM of le April 2008 following the outcome of Expression of Interest N° 005/SOWEDA/REI/17 of 24/03/2017 that registered only one interested bidder.

The service rplated to this contract shall comprise the provision of security guard services in SOWEDA installations in Buea, Ekona, Kumba, Mamfe and Obang as detailed in the Terms of Reference below.

The estimated cosi of the assicriment stands at FCFA 20,000,000 (twenty million francs).

The present consultation shall be in one Lot.

Participation in this invitation to tender is open to enterprises specialized in the provision of security guard services and which fulfil the requirements of this invitation to tender.

The services for which this tender is intended shah be financed by the 2018 Running Budget of SOWEDA (GoC/HDE Line 6120600).

Each bid, drafted in English or French., in seven (07) copies, including the original copy and six (06) copies labelled as such and sealed, should reach SOWEDA, not later than 05/12/2017 at 10 a.m. in a stamped envelope addressed to the Director General of SOWEDA.

The sealed envelope shall be labelled as follows:

The period of execution of the assignrnent that is subject of this tender shah] be 12 (twelve) months from 1 st January to 31 December 2018.

Under risk of being rejected, each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in Document 12 of the Tender File amounting to FCFA 400,000 (four hundred thousand francs). It shah remain valid for thirty (30) days beyond the original date of the validity of the offers.

Administrative documents must be originals or copies duly certified by the issuing authority or an administrative authority (Senior Divisional Officer, Divisional Officer...) in conformity with the Special Conditions of the Tender. They must be less than three months old from the date of submission of bids and must have been signed alter the date of publication of the Tender Notice.

Bids that are not in conformity with the provisions of this Notice and the Tender Document shah be rejected. Notably, the absence of the bid bond issued by a l^e degree banking institution approved by the Ministry in charge of finance or the non-respect of the model documents attached to the Tender Document shah lead to the rejection of the bid.

Each bidder shall have to include in his tender a standard bid foret indicating costs exclusive of all taxes and taxes included and execution deadlines.

The bids shall be opened in two phases. The administrative file and the technical offer shall be opened first followed by the opening of the financial offers of bidders who obtained the minimum required technical score

Bids shall be rejected for:

a)      Absence of an administrative document;

b)      False declaration or forged document;

c)      Non compliance with model bid

d)      Technical score less that 70/100

e)      Presence of financial information in the^-technical bid.
