Within the framework of the execution of convention No. /CCF/FEICOM/DG/CAJ/DCCC/2017, the State of Cameroon hereby represented by the Mayor ZHOA Council hereinafter referred to asthe Contracting Authority (CA), iaunches an Open National invitation to Tender for the execution of the works described in this present tender file. 

The works, which form the subject of this Open National Invitation to Tender features in the Special Regulations of this invitation to tender. Hereafter reference is made to it under the term "works'' The bidder retained or the successful bidder(s) must complete the works within the time-limit indicated in the Special Regulations and which time-limit runs from the date of notification of the Administrative Service Order to start the works.

The works to be done for this phase of the project include: Works shall be on the construction of Twelve (12) classrooms and Six (06) latrine blocks in Zhoa Council comprising:

• A classroom block with two (02) rooms (9m x7m each) including a veranda of 2m

• A latrine toilet block (4.75m X7.5m) with six (06) pits

The latrine blocks shall have six pits each and their  designs shall be in conformity to FEICOM plans which are here-attachached to this tender.

For detail of works to be executed, see the bill of quantities (BoQ).

The estimated cost after preliminary studies is twenty four million twelve thousand two hundred ninety four (24.012.294) FCFA TI per Lot

The works are in two lots.

Participation in this present invitation to tender is opened to all registered and qualified enterprises or groups of enterprises based in the Republic of Cameroon, with the necessary financial capability, technical and professional expertise in the domain of Building construction and publicworks

The said works shall be financed jointly as per the convention signed between FEICOM and ZHOA Council assigned to the Mayor ZHOA Council as Authorising Officer with the budgets of 2017.

The Tender documents may be consulted and obtaied immediately after publication of this invitation to tender from the Service of the Contracting Authority (Tenders Board Office) during working hours the Zhoa Council Chambers Tel: 662 96 59 98 as soon as this notice is published

The tender file is obtainable from the ZHOA Council office, Tel: 662 96 59 98 as soon as this notice is published against payment of a non-refundable fee of Sixty Thousand (60.000 FRS)CFA francs per lot,
payable at the ZHOA Municipal Treasury.

Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in Seven (07) copies, that is one (01) original and six(06) copies labelled as such. These
shall be submitted in one sealed pack containing three (3) envelopes, that is, Envelope (A): Administrative Documents, Envelope (B): Technical file and Envelope (C): Financial Offer.The sealed pack envelope shall bear no information about the company and shall reach the ZHOA Council office, Service in charge ofthe award of contracts not later than 09/11/2017 at 10:00am localtime and note should be taken that in case of any ambiguities or differences during opening, only the original copy shall be considered as authentic. FINANCING; FEICOM BUDGET 2017 BY EMERGENCY PROCEDURE

(TO BE OPENED ONLY DURING BIDS OPENING SESSION)

The maximum deadline provided by the Project Owner and Contracting Authority for the delivery of the works forming the subject of this invitation to tender is four months (04 Months)

Each bidder must include inhis administrative documents, abid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of
the Tender File, of an amount of Four Thousand (490.000) francs CFA, valid for thirty (30) days beyond the date of validity of the bids

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special
Regulations of the Invitation to tender. These documents must be less than three (03) months older established after the signing of the tender notice. Any bid not in conformity with the prescriptions of the
Tender File shall be declared in admissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file
documents shall lead to a pure and simple rejection of the bid

The offers shall be opened in asingle phase, inthe tender's board conference room of the ZHOA Council, on 09/11/2017 at 11:00 am. Only bidders or their authorized representatives havinga perfect
knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01)
phase

This shall involve:
i)Opening and appraisal of validity and authenticity of documents.
ii)Opening of envelopes containing technical and financial documents to appraise and evaluate technical proposals.

NB:Any bids which shall not obtain 75% score in the technical evaluation shall be eliminated.

14.1 Eliminatory criteria
-Absence of a document in the administrative file;
-Submission after the deadline prescribed;
-False declaration or falsified documents;
-Absence or insufficient bid bond;
-Non-compliance with the model tender;
-Omission ofa unit price in the financial offer;
-Non-attainment of 75% of essential criteria;

14.2 Essential criteria
-General presentation of the tender files
-Contractors currently enggaged with Zhoa Council are not allowed to tender their bids.
-Financial capacity;
-Quality of the personel

-Technical organization of the works;
-Safety measures on the sites;
-Logistics;
-Attestation and report of sites visit;
-Special Technical Clauses initialled on all the pages and signed on the last page
-Special Administrative Clauses completed, initialled onall the pages and signed on the last page.
-Experience of key supervisory staff (atleast Civil Engineer with three (05) years of experience) enrolled in the National order ofCivil Engineers.

This contract(s) shall be awarded to the lowest bidder, who fulfils the Administrative and Technical requirements with the most coherent and meritorious bids

Bidders will remain committed to their bids for 90 days from the deadline set forthe submission of bids.

Additional (supplementary) technical informationmay be obtained during working hours from the service for the award of contracts at the ZHOA Council (Telephone N°: 662 96 59 98).

Addendum:
The Contracting Authority reserves the right to carry out any necessary modifications to this invitation to tender. He may at any moment, 10 days prior to the deadline for the submission of bids and for some reasons, be it at his initiative or in reply to a request for clarification formulated by a bidder, amend this tender file by publishing an addendum. Any published addendum shall become an integral part of the tender file, in accordance with articles of the General Regulations of this invitation to tender and must be communicated in writingor made known to all bidders who bought the tender file. The latter must acknowledge receipt of the addendum in writing to the
Contracting Authority.
