Within the framework of the reinforcement of its training capacities, the Director of EPAB launches an Open National Call Open in emergency procedure, with a view to the realization of the works of development in this structure
The work includes:
I Lot 100 : Preliminary work
II Lot 200 : Concrete - Masonry - Elevation
III Lot 300 : Wood and metal joinery - Cover
IV Lot 400 : Framing - roofing-
V Lot 500 : Plumbing and sanitary works
VI Lot 600 : Coating - Sealed
VII Lot 700 : Electricity
VIII Lot 800 : Painting
IX Lot 900 : VRD
The estimated cost of the operation at the end of the preliminary studies is 50 000 000 (fifty million) CFCIT Francs, broken down as follows:
- Lot 1 : 25 000 000 CFA francs
- Lot 2 : 25 000 000 CFA Francs
The supplies shall be divided into TWO (02) lots defined as follows:
Lot 1: Development of two (02) classrooms with offices, laboratory and lavatory phase I.
- Lot 2: Development of a dormitory of seventy-two (72) places, phase I.
Participation in this Call for Tenders is open on equal terms to companies and companies of Cameroonian rights, with proven experience in the fields of Engineering -Vivil and specially specialized in the field of building construction.
By means of this invitation to tender, interested undertakings are invited to provide in their tenders authentic information which will make it possible to retain that which can carry out the work after a careful and objective evaluation of the various proposals.
Services forming the subject of this invitation to tender shall be financed by by the Public Investment Budget of MINADER for the financial year 2017.

“To be opened only during the bid-opening session”
The maximum delivery deadline provided for by the Project Owner or Delegated Project Owner for delivery of the supplies forming the subject of this tender shall be three (03) months per lot.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Minister of Finance featuring on the list in document 12 of the Tender File of an amount of 500,000 CFA francs per lot and valid for one hundred and twenty (120) days beyond the original date of the validity of the offers.
Under risk being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
Opening of bids
The bids shall be opened in a singlephase. The opening of the administrative documents and the technical and financial offers will take place on 07/04/2017 at 1 pm by the Internal Procurement Commission placed with the EPAB in the conference room of the headquarters of the EPAB.
Only bidders can attend or be duly represented by a person of their choice.
The elimination criteria
These include:
14.1. A- Administrative documents
Absence or non-compliance of the tender security,
Incomplete record (absence of more than one piece),
Falsified or non-authentic piece
False declaration or scanned documents
14.1. B- Technical offer
Incomplete or incomplete document,
Absence of the heading "organization, methodology and planning"
Non-compliance with the major technical specifications contained in the Workbook
Of the Particular Technical Clauses.
Cumulative sales of the last three years of less than 15,000,000 CFA francs,
Non-compliance with at least 75% essential criteria.
14.1. C- Financial Proposal
Non-conformity of a part of the offer,
Absence of a quantified unit price or incomplete offer,
Absence of more than two sub-details of prices.
Financial capacity less than 15 000 000 FCFA
14.2- Essential Criteria
Essential qualifications for the qualification of candidates shall be indicative of the following headings:
Presentation;
Management staff;
Construction site equipment to be mobilized;
Methodology of implementation;
References and pre-financing capacity of the company.
- A tenderer may be awarded one or two lots.
- The Director of the Binguela Agricultural School of Practice, Contracting Authority will award the contract to the tenderer whose technically qualified tender has been found to be substantially in conformity with the Bidding Documents, and assessed the lowest bidder after verification of Its prices.
The tenderers are committed to their offer for 90 days after the limit has been fixed for the tender offer.
