1.Objet New(Additif)

As part of the strengthening of its reception and training capacities, the Director of EPAB launches a Request for Quotation for the equipment of a dormitory of seventy-two (72) places, two (02) classrooms with Offices, laboratory and toilets, and a mechanization workshop

2.Consistance des prestations New(Additif)

N/A

3.Cout Prévisionnel New(Additif)

The estimated cost of the operation at the end of the preliminary studies is 32 000 000          (thirty two million) CFA TTC Francs, broken down as follows:
- Lot 1: 20 000 000 CFA Francs
- Lot 2: 12 000 000 CFA francs

4.Allotissement New(Additif)

The supplies shall be divided into TWO (02) lots defined as follows:

- Lot 1: Equipment of a dormitory of seventy-two (72) places, two (02) classrooms with office, laboratory and toilets.
- Lot 2: Equipment of a mechanization workshop.

5.Participation et origine New(Additif)

Participation in this Request for Quotation is open to companies regularly established in Cameroon and having experience in the field of the supply of equipment and office furniture.

6.Financement New(Additif)

Supplies subject to this Request for Quotation are financed by the Public Investment Budget of MINADER in 2017.

7.Consultation du Dossier New(Additif)

The Quotation Request may be consulted during business hours at the EPAB Markets and Assets Department as soon as this Notice is published

8.Acquisition du Dossier New(Additif)

As soon as this Opinion is published, the DC can be obtained at the headquarters of the Binguela Agricultural School of Binguela Department of Markets and Patrimony, BP: 99 Mbankomo, telephone: 243 646 503/670 792 699 against presentation of a receipt For the payment of a non-refundable sum of 30,000 (thirty thousand) CFA francs, payable in the Special CASS ARMPN Assignment Account No. 335988 to the BICEC.

9.Remises des offres New(Additif)

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach at Service of Markets and Patrimony not later than 12 noon on 03/04/2017 and should carry the inscription:

10.Delai de Livraison New(Additif)

The maximum delivery deadline provided for by the Project Owner or Delegated Project Owner for delivery of the supplies forming the subject of this tender shall be two (02) months per lot.

11.Cautionnement Provisoire New(Additif)

Each tenderer must provide a provisional guarantee valid for sixty (60) days beyond the original date of validity of the tenders and shall be drawn up by a banking establishment approved by the Minister in charge of finance. The amount of this guarantee is set at 400,000 (four hundred thousand) lot1 and 240,000 (two hundred and forty thousand) lot2 CFA francs established by a first-rate banking establishment approved by the Ministry of Finance and listed in the annex .
Other administrative documents required must be produced in original or certified copies by the issuing department, in accordance with the provisions of the consultation regulations. They must be dated less than three (03) months; Any bid not in accordance with the requirements of this Notice and the Consultation Package will be declared inadmissible

12.Recevabilité des Offres New(Additif)

Under risk being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.

They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

The bids shall be opened in a singlephase.The opening of the administrative documents and the technical and   financial offers will take place on 07/04/2017 at 1 pm by the Internal Procurement Commission placed with the EPAB in the conference room of the headquarters of the EPAB.

Only bidders can attend or be duly represented by a person of their choice.

14.Critères d'évaluation New(Additif)

      a. Elimination Criteria

1. Incomplete administrative record;
2. False statement or falsified document;
3. Omission of a price for a quantified item of quantitative and estimated detail;
4. Absence or non-conformity of the tender security;
5. Technical note <70% of the criteria;
6. Absence of an after-sales service;

     b. Essential Criteria

1. References for similar services;
2. Technical characteristics of the Equipment;
3. Indication of a delivery period of not more than sixty (60) days.    

15.Attribution New(Additif)

- A tenderer may be awarded one or two lots.
- The Director of the Binguela Agricultural School of Practice, Contracting Authority will award the contract to the tenderer whose technically qualified tender has been found to be substantially in conformity with the Bidding Documents, and assessed the lowest bidder after verification of its prices.

16.Durée Validité des Offres New(Additif)

The tenderers are committed to their offer for 90 days after the limit has been fixed for the tender offer
