Within the framework of the execution of convention No...../CCF/FEICOM/DG/CAJ/DCCC/2017. The State of Cameroon hereby represented by the Mayor of JAKIRI Council hereinafter referred to as the Contracting Authority (CA), launches an Open National invitation to Tender for the execution of the works described in this present tender file. The works, which form the subject of this Open National Invitation to Tender features in the Special Regulations of this invitation to tender. Hereafter reference is made to it under the term "works".
The bidder retained or the successful bidder(s) must complete the works within the time-limit indicated in the Special Regulations and which time-limit runs from the date of notification of the Administrative Service Order to start the works.

For detail of works to be executed, see the bill of quantities (BoQ).

The estimated cost after preliminary studies per lot is Thirty Million Two Hundred and Sixty thousand (30 260 000 ) FCFA TI per lot

The works are in lots:

Participation in this present invitation to tender is opened to all registered and Qualified enterprises or groups of enterprises based in the Republic of Cameroon, with the necessary financial capability, technicaland professional expertise in the domain of Building construction and public works.

The said works shall be financed jointly as per the convention signed between FEICOM and JAKIRI Council assigned to the Mayor JAKIRI Council as Authorising Officerwith the budgets of 2017.

The tender fileis obtainable from the JAKIRI Council Development office, Tel; 677977256/698781373 as soon as this noticeis published against payment ofa non-refundable fee of Fortyfive Thousand (45,000 FRS)CFA francs, payable at the JAKIRI Municipal Treasury.

Each bid written in English or French shall be signed by the bidder or bya duly authorized representative and presented in Seven (07) copies, that is one (01) original and six(06) copies labelled as such. These shall be submitted in one sealed pack containing three (3) envelopes, that is, Envelope (A): Administrative Documents, Envelope (B): Technical file and Envelope (0): Financial Offer. The sealed pack envelope shall bear no information about the company and shall reach the JAKIRI Council office, Service in charge of the award of contracts not later than 27/12/2017 at 10:00am local time and note

The maximum deadline provided by the Project Owner and Contracting Authority for the delivery of the works forming the subject of this invitation to tender is four months (04Months).

Each bidder must include inhis administrative documents, abid bond issued bya first-rate banking establishment approved by the Ministryin charge of finance ofan amount of Six Hundred And Five Thousand Two Hundred (605200) Francs CPA,valid for thirty(30) days beyond the date of validity of bids.
The bid bond shall be released not later than thirty(30) days after the period of validityof the bids for unsuccessful bidders. For the bidder (s)to whom the contract is awarded, the provisional security shall be released after the performance bond has been issued.
To avoid rejects, all documents must be the originals or certified copies issued by the competent administrative authorities for a period not exceeding three months and presented in accordance with the special regulations ofthisinvitationto tender. Certified copies that will be certified for the second time or falsified copies will notbe accepted. The chapters will be separated by color format. Tenders that are not in compliance with the requirements of this Tender Document will be declared ineligible.

NB: During the installation of the contractor to the sites of construction, it will be necessary to present the originals of the respective documents for a strict verification of their authenticities.

Subject to being rejected, documents inthe administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (03) months oldor established after the signing of the tender notice.
Any bid not inconformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-ratebank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.

The offers shall be opened in a single phase, in the tender's board conference room of the JAKIRI Council, Development office on 27/12/2017 at 12:00 Noon. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase.

1 Elimlnatory criteria
- Absence of a document in the administrative file;
- Submission after the deadline prescribed;
- False declaration or falsified documents;
- Absence or insufficient bid bond;
- Non-compliance with the model tender;
- Omission of a unit price in the financial offer;
- Non-attainment of 75% of essential criteria;

2- Essential criteria
- General presentation of the tender files;
- Financial capacity;
- References of the company in similar works;
- Quality of the personnel;
- Technical organization of the works;
- Safety measures on the sites;
- Logistics;
- Attestation and report of sites visit;
- Special Technical Clauses initialled on all the pages and signed on the last page

- Special Administrative Clauses completed, initialled on all the pages and signed on the last page.
- Cumulative turn over for two years amounting toat least ten million (10 000 000 FCFA);
- Experience of key supervisory staff (at least Civil Engineer with three (03) years of experience) enrolled In the National order of Civil Engineers.

This contract(s) shall be awarded to the lowestbidder,who fulfils the Administrative and Technical requirements with the most coherent and meritorious bids.

Bidders will remain committed to their bids for 90 days from the deadline set forthe submission of bids.
