The Lord Mayor of Kumbo Council hereby launches an Open International Invitation to Tender for the SuppLy and Installation of public solar lights in some junctions and streets In Kumbo Municipality.

The services of this contract comprise supplying and installation of public solar lights including all accessories in some junctions and streets within the Kumbo municipality.

The estimated cost of the studies beforehand to the stem of this operation is 187,200,000 (One hundred and eighty seven million two hundred thousand) FCFA including taxes.

Participation in this invitation to tender is open to all Cameroon and non-Cameroon based qualified registered enterprises that must have proven expertise in the domain of supply and installation of solar light.

The said works shall be financed as per convention N° /CCF/FEICOM/CAJ/DCCC/2017, signed between FEICOM and Kumbo Council assigned to the Mayor Kumbo Council as Authorizing Officer.

The tender invitation documents can be consulted during working hours at the Kumbo Contract Council contracts service as soon as this notice is published.

The file maybe obtained from the Kumbo Council service of award( Tel: 67000 3577) soon as this notice is published upon presentation ofa receipt of payment of the sum of one hundred fifty thousand (150,000) FCFA, payable at Kumbo Municipality Treasury

Drafted in English or French and infive (05) including one (01) original and four (04) copies, labeled as such, bids shallbe submitted in a sealed envelope and against a receipt at the Kumbo Council contract's service, not later than the 08/02/2018 at 10 a.m. They shall bear the following:

"OPEN INTERNATIONAL INVITATION TO TENDER N° 00100/OIIT/KC/KCITB/FEICOM/18 OF 09th JANUARY 2018 FOR THE SUPPLY ANDINSTALLATIONOF PUBLIC SOLAR LIGHTS IN SOME JUNCTIONS AND STREETS IN KUMBOMUNICIPALITY."
"TO BE OPENED ONLY DURING THE BID-OPENING SESSION"

The maximum deadline provided by the Project Owner or Contracting Authority for the delivery of this supply Is six (06) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance of an amount of Two hundred thousand(200 000)FCFA and valid for ninety (90) days beyond the date of validity of bids.

Subject to rejection, the provisional guaranteeshallbe obligatorily produced in its original dated not more than 03 (three) months.

For unsuccessful bidders, the provisional guarantee shall be released not later than 15 (fifteen) days after the expiry oftender validity. For successful bidder, it shall bereleased only after the definitive guarantee has been
constituted.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitationto tender. These documents must be less than three (3) months oldor established after the signing of
the tender notice.
Any bid which is not in conformity with the presciptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued bya first-rate bank approved by the Minister in charge of Finance or thenon- respect of the models of the tender file documents shall lead toa pure and simple rejection of the bid.

The bids shall be opened in a single phase. The opening of administrative, technical and financial bids will be on 08/02/2018 at 11:00 am local time by the Kumbo Council Internal Tenders Board in the conference Room of the
Kumbo Council.
Only bidders may attend or be represented by a duly mandated person.

a. Eliminatory criteria
- Incomplete administrative Documents,
- Absence of bid bond,
- False declaration or falsified documents.
- Obtaining a technical score of less than 41yes out of 51 possible yes.
- Absence of prospectus accompanied by the technical sheets from the manufacturer.
- Non conformity with technical specifications.
- Non justification of being a producer of solar panels and batteries devices.
- Failure to show proof of execution of a project related to works of structural construction ofat least ninety million CFA francs (90,000.000) during the last three years.

b. Essential criteria
Technical bids shall be evaluated on the bases of essential criteria outlined below

The contract shall be awarded on the basis of the lowest bid fulfilling the technical and financial conditions.

Bidders will remain committed to their offers for 120 days from the deadline set for the submission of bids.

NB: The Contracting Authority reserves the right, if warranted, to subsequently amend this invitation to tender.
