The invitation to tender concerns the execution works for the construction of (03) masonry stones bridges and (43) reinforced concrete ring culverts in some rehabilitated priority roads in KumboTown.

Works to be realised on the account of this contract consist on:

> General earthworks
> The straighten out of the river bed
> Road works
> The construction of the work of arts and drainage system
> The displacement ofutility networks, if the need arises

Participation in this invitation to tender shall be open to all Cameroon-based public works companies.

Works under this tender shall be financed by the feicom financial assistance budget for 2017 fiscal year.

The tender documents may be purchased from the chief of
Services for public contract atKumboCouncil,upon presentation of receiptof payment into the Kumbo municipal treasury ofa non-refundable fee of one hundred and fifty thousand (150,000) francs CFA. The said receipt must identify the payer as representing a consulting firm willing to participate in the tender.

The Bids arrived after the undermentioned hour or date will be inadmissible.

The overall execution timeframe shall be six (06) calendar months.

This timeframe take its effect from the date of notification of the notice to proceed of work.

The bid shall be submitted with a bid bond of three million nine hundred and thirty thousand six hundred and fifty seven (3,930,657) FCFA delivered by a banking institution recognised by MINFI and COBAC in the form provided in the special tender regulations. The bid bond shall remain valid 60 days after submission of the bids.

The administrative documents, the technical and financial proposals shall be opened on the 08/02/2018 at 11:00am localtime, by the KumboCouncil Internal Tender Board in the presence of Bidders.
All Bidders may attend the opening session or be represented by one person of his choice(even In the event of a joint-venture) with sound knowledge of his file.

1. Eliminatory criteria

a) Incomplete administrative documents due to the absence of one of the required documents;
b)Incomple tetechnical file due to the absence of one of the following documents:
b1) absence of bid bond,
b2)achief of project with at least a bachelor's degree in civil engineering, with at least seven years general experience and at least one project of bridge construction nature; this is because no
engineer is registered in the order with less than five years experience
b3)an attestation of registration in the national order of civil engineers (note) for civil engineers proposed as chief of project;
c) False declaration or falsified document
d)Failure to show proof of execution of a project related to bridge construction of at least one hundred and fifty million Franc (150,000,000) during the last three years as its own struction and not road maintenance works, and of high value in cost.
e)Failure to show proof of execution of a project related tour ban road maintenance works of at least ninety million CFA francs (90 000 000) during the last three years;
f)Failure to justify ownership, rentor leasing of the following equipments:
• 01 Backhoe loader
• 01 connection Vehicle
• 02 trucks;
•01 grader:
•01 compactor
• 01 Water Tanker
g) Omission of aq uantified unit price in the financial offer (the lots concerned will be eliminated).
h) Obtaining a technical score of less than 30 yes out of 43 possible yes,

2. Essential criteria

The contract shall be awarded to the lowest bidder,complying with the technical and administrative requirements.The same bidder cannot be assigned of more than one lot.

The tenders shall bevalid for 60(sixty) days with effect from their submission deadline.
