Within the framework of the execution of convention NO.221/CCF/FEICOM/DG/CAJ/DCCC/2017, the State of Cameroon hereby represented by the Mayor BAMENDA III Council hereinafter referred to as the Contracting Authority (CA), launches anOpen National Invitation to Tender for the execution of the works described in this presenttender file.
The works, which form the subject of this Open National Invitation to Tender features in the Special Regulations of this invitation to tender. Hereafter reference is made toit under the term "works".
The bidder retained orthe successful bidder (s) must complete the works within the time-limit indicated in the Special Regulations and which time-limit runs from the date of notification of the Administrative Service Order to start the works.

Participation in this present invitation to tender is opened to all registered and qualified enterprises or groups of enterprises based in the Republic of Cameroon, with the necessary financial capability, technical and professional expertise in the domain of Buiiding construction and pubiic works
The said works shall be financed jointly as per the convention signed between FEICOM and BAMENDA III Council assigned to the Mayor BAMENDA III Council as Authorising Officer with the budgets of 2017.
The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Tenders Board office) during working hours at the BAMENDA III Council Chambers. Tel:677 66 5180 as soon as this notice is published
The tender file is obtainable from the BAMENDA III Council office, Tel 677665180 as soon as this notice is published against payment of a non-refundable fee of Two Hundred Thousand (200,000frs) CFA francs, payable at the BAMENDA III Council Treasury.
Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in Seven (07) copies,that is one (01) original andsix (06) copies labelled as such. These shall be submitted in one
sealed pack containing three (3) envelopes, that is. Envelope (A): Administrative Documents, Envelope (B): Technical file and Envelope (C): Financial Offer. The sealed pack envelope shall bear no information about the
company and shall reach the BAMENDA III Council office, Service in charge of the award of contracts not later than 05 february 2018 at 11.00am local time and note should be taken that in case of any ambiguities or differences during opening, only the original copy shall be considered as authentic. BY EMERGENCY PROCEDURE
(TO BE OPENED ONLY DURING BIDS OPENING SESSION)
The maximum deadline provided by the Project Owner and Contracting Authority for the delivery ofthe works forming the subject ofthis invitation to tender is eight months (08 Months).
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of five million six hundred thousand (5 600 000) francs CFA, valid for thirty (30) days beyond the date of validity of bids.
Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (03) months old or established after the signing ofthetender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.
The offers shall be opened in a single phase, in the tender's board conference room of the BAMENDA III Council, on 05/02/2018 at 11:00 am. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase. This shall involve:
i) Opening and appraisal of validity and authenticity of documents.
il) Opening of envelopes containing technical and financial documents to appraise and evaluate technical proposals.
NB: Any bids which shall not obtain 70% score in the technical evaluation shall be eliminated.
1 Eliminatory criteria
-Absence of a document in the administrative file;
-Submission after the deadline prescribed;
-Falsedeclarationor falsified documents;
-Absence or insufficient bid bond;
-Non-compliance with the model tender;
-Omission of a unit price in the financial offer;
-Non-attainment of 70% of essential criteria;
2-Essential criteria
-General presentation of the tender files;
-Financial capacity;
-References of the company in similar works;
-Quality of the personnel:
-Technical organization of the works;
- Safety measures on the sites;
-Logistics;
-Attestation and report of sites visit;
-Special Technical Clauses initialled on all the pages and signed on the last page
-Special Administrative Clauses completed, initialled on all the pages and signed on the last page.
-Turnover, Financial capacity, Access to credit or other financial sources worth Ninety million (90000000) FGFA;
-Experience of key supervisory staff (at least Civil or Rural Engineer with three (03) years of experience).
This contract(s) shall be awarded to the lowest bidder, who fulfils the Administrative and Technical requirements with the most coherent and meritorious bids.
Bidders will remain committed to their bids for 90days from the deadline set for the submission of bids.

The Contracting Authority reserves the right to carry out any necessary modifications to this invitation to tender. He may at any moment, 10days prior to the deadline for the submission of bids and for some reasons, be it at his initiative or in reply to a request for clarification formulated by a bidder, amend this tender file by publishing an addendum, Any published addendum shall become an integral part of the tender file, in accordance with articles of the General Regulations ofthis invitation to tender and must be communicated in writing ormade known to all bidders who bought the tender file. The latter must acknowledge receipt of the addendum in writing to the Contracting Authority.
