This letter of Invitation (LOI) has been addressed to the following shortlisted Consultants as a result of the request for expression of interest N° O1/REOI/LIFIDEP/2016 of 19 December 2016 that appeared in the Journal of Public Contracts N° 1210 of 20 December 2016 and Cameroon Tribune dated 27 December 2016

NB: It is not permissible to transfer this invitation to any other individual.

The Government of the Republic of Cameroon (herein after called "Beneficiary") has received financing from the Islamic Development Bank (the"Bank") in the form of a loan towards the cost of the Livestock and Fisheries Development Project (LIFIDEP) and intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Letter of Invitation is issued.

Individual consultant will be selected under Consultant Qualification procedures, in accordance
with the policies of the Bank detailed in the Guidelines - which can be found at the following
website: www.isdb.org.

Your proposal written in English or French and in six (06) sets, comprisingone (01) original and
five (05) copies labelled as such shall be as follows:

Envelope A (sealed): Technical proposal comprising:
a) Technical Proposal Submission letter according to enclosed format
b) methodology and work plan
c) Curriculum vitae of the proposed staff asper enclosed format
d)Signed Bank's Policy- Corrupt and Fraudulent Practices as in annex D.

Envelope B (sealed and name of consultant): Financial proposal comprising:
a) Financial Proposal Submission letter according to enclosed formal
b) Details of financial proposal
c) Proposed payment schedule as per deliverables interms of reference.
Envelopes A&B shall be put in an external envelope and should reach the Secretariat (Reception) of the Project Coordinator, LIFIDEP Building Ayaba street, PO Box 142, Mankon Bamenda, Telephone (+237)691046397e-mail: lifidepnwr@gmail.com on or before 01/03/2018 at 10 am local time (GMT+1). It should be labelled as follows:

The opening of proposals shall take place in two phases.
The opening of envelopes(A) containing the technical proposals shall take place on the 01/03/2018 at 12 am prompt in the LIFIDEP Board Room, Ground Floor LIFIDEP Building Ayaba Street Bamenda. By consultant qualification Procedures, Envelope (B) containing the financial offer shall be opened.
ONLY for the most qualified consultant after evaluation of technical proposals on a date to be
communicated to the consultants.
