In view with the execution of the above mentioned project, the Mayor of the Guider Municipal Council, Project Manager, launches a consultation notice as an urgent measure, for the provision of didactic materials (minimum package) to the primary’s school of Guider

The presentation of this present project entails the provision of didactic materials (minimum package) to the primary’s school of Guider.

The technical particularities of the said minimum package are defined in the Specific Technical Clauses attached to this Price Quote demand document. 

The cost of the project is estimated at: 49 360 000 f CFA

The participation to this consultation is open to all Cameroonian enterprises which have a confirmed and verifiable minimum experience

The presentation of this present project entails the provision of didactic materials (minimum package) to the primary’s school of Guider.

The documents can be consulted during working hours at the GUIDER Council immediately after the publication of the consultation notice.

The document can be withdrawn from the Procurement of the  Guider council immediately after the publication of this present notice, with a payment of a non-refundable sum of fifty thousand  (50 000)francs CFA, payable  Guider Council’s Perception Office.   

Each offer, written in French or English in seven (07) copies; that is, the original copy and six (06) other copies, should be deposited at the Prescription Office of the GUIDER Council, on or before the 12/10/2022 at 10am.Files containing the submissions will be put in a big anonymous envelop bearing:

The maximum duration for the execution of this project as foreseen by the project manager is a period of one (1) month.

Each depositor should attach a submission caution fee of Nine hundred eighty seven thousand and three hundred sixty (987 360) FCFA to his /her administrative documents. This caution should be established by a first order bank recognized by the ministry in charge of finances and is valid within a period of thirty (30) days after the original date of the validity of offers. Either the originals or certified copies (in accordance with the transmitter or an administrative authority such as the D.O., S.D.O....) of other required administrative documents should be provided .Failure to respect these criteria leads to a rejection of the offer.

Each depositor should attach a submission caution fee of Nine hundred eighty seven thousand and three hundred sixty (987 360) FCFA to his /her administrative documents. This caution should be established by a first order bank recognized by the ministry in charge of finances and is valid within a period of thirty (30) days after the original date of the validity of offers. Such copies should obligatorily date less than three (3) months before the date of the date of the deposition of offers, or should have been established after the signing date of the Consultation Notice.

Offers which do not respect the prescriptions of this present notice and those of the Price Quote shall be declared inadmissible. More precisely ,the absence of a submission caution ,issued by a bank of first order ,recognized by the ministry in charge of finances , or the non –respect of the modalities of the documents of the Price Quote ,shall lead to a rejection of the offer.

Folds shall be opened at a given time and this entails the opening of administrative and financial documents on the 12/10/2022, at 11am latest, in the CIPM hall of the Guider Council.

Eliminating criterials.

-       Incomplete administrative doccument

-       Every wrong of falseful declarations

-       Incomplete Financial documents

-       Fake or non-valid documents

-       Insufficiency of technical capacity (number of « yes » less than 70%)

The project manager has the right to annul a price quot demand procedure and can also reject any offer at anytime before attribution without the responsibility towards the depositor who is affected by such a decision. The project manager is not equally obliged to give reasons why an offer is rejected. In such a case, the depositors are called to withdraw their offers within fifteen (15) days.All offers shall be destroyed after this period.

The internal procurement commission shall propose to the Project manager a depositor to whom the project may be awarded. The offer of such a deposity or should meet the prescriptions of the Consultation Document ,present the closes  t financial evaluation (duty free), should also The Contracting Authority shall award the contract to the least distant bidder without proposal of abnormally low offer, in compliance with the tender file, and fufil the required resulting from the essential or eliminating criterials.
